M. 23 The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Roll call. Strohmeier, Arnold, Chester, Carr, City Attorney and City Clerk. Absent: Councilman McIntire. The minutes of the last regular meeting Minutes approved. of November 16 and the Special Session of November 30, 1936, were read and approved as read. The City Clerk announced that she had Four bids for sinking received four (4) bids in answer to a well. Notice Calling for Bids for the sink- ing of a well. Moved by Councilman Chester, seconded by Councilman Strohmeier that the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, Arnold, Chester, Carr. Noes: None. Moved by Councilman Arnold, seconded by Councilman Chester that the bids be referred to the City Council as a Committee of the Whole together with Jack Pierce, Superintendent of Light and Water, to report back at the next regular meeting. ' It was agreed that if Councilman Strohmeier cannot attend, that Councilman Arnold re- present the City at this meeting. Building Inspector Singleton and Health Officer Browning requested the demolition of a dwelling at x{927 Sunset Avenue, belonging to Eletha Ten Eyck, stating that it was a fire hazard, a menace to health and unfit for habitation. Moved by Councilman Chester, seconded by Councilman Arnold that the City Clerk be instructed to write Mrs. Ten Eyck quoting the findings of the Building Inspector and the Health Officer and re- questing her to take steps immediately to have the building torn down. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, Arnold, Chester, Carr. Noes: None. Absent: Councilman McIntire. ORDINANCE NO. 325 ADOPTED. DECEMBER 7, 1936. 7:30 P.DT. Moved by Councilman Strohmeier, seconded by Councilman.Arnold that the City Attorney be authorized and instructed to reach a settlement, if possible, in the case now pending between the City of Azusa and the Helms Bakery Company. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, Arnold, Chester, Carr. Noes: None. ' Absent: Councilman McIntire. Moved by Councilman Arnold, seconded by Councilman Strohmeier that the City Clerk be authorized and instructed to advertise for bids for pre -mix for the improvement of certain streets. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, Arnold, Chester, Carr. Noes: None. Absent: Councilman McIntire. Mr. Jack Taylor appeared before the Coun- cil stating that he had a grievance. He said he felt he was entitled to courtesy and cooperation on the part of City Govern- ment and that he did not receive it. Mr. Taylor reported that on Saturday even- ing at about 5:15 o'clock a long distance telephone call came in to the Fire Hall and was recieved by Fireman Morgan, which call was from Mr. Taylor's son Max who lives in Glendale and was to the effect ' that it was highly important that Mr. Taylor call his son Max in Glendale at once. It was shown by Mr. Taylor that this message was not delivered to him at his residence until eighteen minutes before six o'clock. Chief of Police Bierbower gave his ver- sion of the matter. Moved by Councilman Arnold, seconded by Councilman Strohmeier that the Council go into executive session for 15 minutes. At the end of that time the meeting was resumed. Fireman Hugh Morgan came before the Council and answered the questions put to him. Chief of Police Bierbower was then called before the Council also Captain Lee Rhodes, Paul Smith and Jack and Max Taylor. ' Moved by Councilman Chester, seconded by Councilman Strohmeier that the Council go into executive session for 15 minutes., At the end of that time the meeting was resumed. Mayor Carr reported to the Council that in his opinion Max Taylor, who placed the call, failed to impress Fireman Morgan with the importance of the message as he said "it was imperative that he speak with his father'; Fireman Morgan failed to stress the importance of the message when he said "it was important that Mr. Taylor call his son" and he also stated that he felt that neither man should be held responsible under the circumstances. 31 City Attorney instruct- ed to reach settle- ment with Helm's Bakery. City Clerk instruct- ed to advertise for Bids for pre -mix. Jack Taylor reported a grievance. Mayor Carr gave summary of case. 32 33 MINUTES OF THE CITY COUNCIL. DECEMBER 7, 1936. 7:30 P.M. However, he felt that Patrolman Smith showed negligence when the Chief asked him to deliver the message, he failed to tell the Chief he had already done so. The Mayor then stated to Mr. Taylor that the matter would be taken up again and discussed more fully when Councilman McIntire returned.
