A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA ADOPTING THE JOB SPECIFICATIONS FOR
BUSINESS LICENSE OFFICER.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The job specifications for the classifica-
tion of Business License Officer are hereby adopted to read in
accordance with the provisions of Exhibit A attached hereto and
incorporated herein by reference.
Section 2. This Resolution shall become effective
immediately.
SECTION 3. The City Clerk shall certify to the
adoption of this Resolution.
ADOPTED AND APPROVED this 2nd day of July, 1984.
I HEREBY CERTIFY that the foregoing Resolution was
duly adopted by the City Council of the City of Azusa at a
regular meeting thereof held on the. 2nd day of July, 1984,

JOB SUMMARY
CITY OF AZUSA
(Exhibit A)

Date Adopted:
Under general direction administers and is responsible for the City's
business licensing function; which includes field investigations and
inspections of local and transient businesses, and reporting violations
of the City's Business License Ordinance; and performs related work
as required.
REPRESENTATIVE DUTIES
Issues business licenses and ensures enforcement of business license
ordinances; visits business establishments to verify possession of
proper licenses; processes applications for licenses and permits;
collects delinquent license fees and represents the City in court
proceedings regarding collection of fees; reports cases of uncollectable
delinquent fees; maintains and provides information regarding licensing
procedures and laws; handles inter -departmental liaison work and
cooperates with other cities and agencies regarding up-to-date license
procedures; makes recommendations regarding business license fees.
ORGANIZATIONAL RELATIONSHIPS
This one -position class is responsible to the Director of Finance.
QUALIFICATIONS GUIDE
Training and Experience
Graduation from high school or equivalent; AND
Two years of of experience involving extensive public contact; general
clerical and typing work including some related to financial or
statistical record keeping.
KNOWLEDGE AND ABILITIES
Knowledge of methods of administration and effective operation of
modern office practices, procedures, systems and equipment; basic accounting;
knowledge of the business license systems involving the collection of
bills; knowledge of types, organization, purposes and operation of
modern business enterprises; ability to learn, interpret and enforce
City ordinances, laws and regulations relating to business licenses, and
to apply them to particular situations; maintain accurate records and
to write concise and comprehensive reports; ability to contact people
skillfully to gain cooperation and compliance with requests through
persuasion and in speaking logically and clearly; ability to promote
effective public relations; establish and maintain effective working
relationships with fellow employees, city officials, commercial and
industrial management and the general public.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA AMENDING RESOLUTION 7491 RELATING
TO THE TABLE OF CLASSIFIED POSITIONS AND
RANGES ADDING THE POSITION OF BUSINESS
LICENSE OFFICER
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. Exhibit A of Resolution 7491 is hereby
amended as indicated in Exhibit A attached hereto adding the
position of Business License Officer establishing the salary
range at 128.7 ($1411-$1688/month).
SECTION 2. The amendments hereby made in the afore-
mentioned document shall be effective immediately.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution.

RESOLUTION NUMBER 7515
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADOPTING THE BUDGET AND APPROVING APPROPRIATIONS FOR
THE CITY OF AZUSA FOR THE FISCAL YEAR COMMENCING JULY
1, 1984 AND ENDING JUNE 30, 1985.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS
FOLLOWS:
SECTION 1. The budget for the City of Azusa for the fiscal year
commencing July 1, 1984, and ending June 30, 1985, as prepared and submitted
by the City Administrator and as modified by the City Council, is hereby
approved and adopted as the budget of the City of Azusa for said fiscal year.
A copy of said budget is hereby ordered filed in the Office of the City Clerk
and shall be certified by the City Clerk as having been adopted by this
resolution.
SECTION 2. From the effective date of said budget, the several
amounts stated therein as proposed expenditures shall be and become appro-
priated to the several departments, offices and agencies of the City for
the respective objects and purposes therein set forth, subject to expenditure
pursuant to the provisions of all applicable ordinances of the City and
statutes of the State.
SECTION 3. All appropriations in the 1983-84 budget of the City
not expended or encumbered hereby expire and terminate, except for those
appropriations expressly continued and carried forward into the budget for
1984-85.
SECTION 4. Amounts appropriated to any account for any object
or purpose may be transferred to a different account for the same general
purpose within the department or activity upon recommendation of the depart-
ment head and the Director of Finance of the City and approval by the City
Administrator. The City Administrator is authorized to make such changes in
department operating budget totals during the 1984-1985 fiscal year as he
may, from time to time, deem desirable and necessary in order to meet the
City's needs.
SECTION 5. The City Council of Azusa does hereby direct that any
appropriated balance in the General Fund as of June 30, 1984 shall be auto-
matically appropriated into the Contingency Fund.
SECTION 6. That any unappropriated balance in the Utility Funds
shall be automatically appropriated to the Contingency Fund.

ENERGY COMMISSION FOR AN ENGINEERING STUDY OF
CONVERSION OF EXISTING MERCURY VAPOR STREET
LAMPS
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE
AS FOLLOWS:
WHEREAS, the City Council of the City of Azusa finds
that it is in the best interest of the City to accept the Ten
Thousand Dollar grant from the California Energy Commission for
an engineering study for converting existing mercury vapor
street lighting to more energy efficient low or high pressure
sodium lighting (Grant No. 928-83-003); and
WHEREAS, the City Staff and Council have read and
reviewed the "Grant Agreement Attachments," the "General Grant
Conditions," and the "Applicable Special Conditions."
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF AZUSA, AS FOLLOWS:
SECTION 1. The City of Azusa hereby agrees to comply
with the "Grant Agreement Attachments," "General Grant Conditions"
and "Applicable Special Conditions" with respect to Grant
No. 928-83-003.
SECTION 2. The City of Azusa hereby designates
Joseph Hsu, Utility Director, as the person authorized to carry
out the Agreement on behalf of the City.
SECTION 3. The Mayor is hereby authorized to sign
the Grant Agreement on behalf of the City.
SECTION 4. The City Clerk shall certify the adoption

WHEREAS, the City of Azusa is adopting the MEXICAN TEAM
composed of forty young ladies;

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
APPROVING AND ADOPTING THE ANNUAL APPROPRIATIONS, SUBJECT
TO LIMITATION, FOR THE FISCAL YEAR 1984-85, PURSUANT TO
ARTICLE XIII B OF THE CALIFORNIA STATE CONSTITUTION.
WHEREAS, the voters of California on November 6, 1979, added
Article XIII B to the State Constitution placing various limitations on the
appropriations of the state and local governments; and
WHEREAS, Article XIII B provides that the appropriations limit
for the fiscal year 1984-85 is calculated by adjusting the base year appro-
priations of fiscal year 1978-79 for changes in the cost of living and the
population of Azusa; and
WHEREAS, the information necessary for making these adjustments
is attached in Exhibit A; and
NOW THEREFORE BE IT RESOLVED THAT, the City of Azusa has complied
with all the provisions of Article XIII B in determining the appropriations
subject to limitation in fiscal year 1984-85 the limit shall be $7,217,293 for
the City of Azusa.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA MAKING APPLICATION TO THE LOCAL
AGENCY FORMATION COMMISSION OF LOS ANGELES
COUNTY REQUESTING INITIATION OF PROCEEDINGS
FOR ANNEXATION OF CERTAIN TERRITORY DESIGNATED
AS EASTERLY ANNEXATION DISTRICT 87, PURSUANT
TO THE MUNICIPAL ORGANIZATION ACT OF 1977.
WHEREAS, Section 35140 of the Government Code provides
that a proposal for annexation may be made by the adoption of a
resolution of application by the legislative body of a city, and
WHEREAS, the Planning Commission and the City Council
of the City of Azusa have previously held prezoning hearings and
have prezoned the affected territory as required by the Local
Agency Formation Commission.
NOW, THEREFORE, BE IT RESOLVED:
1. Application is hereby made for annexation to the
City of Azusa of that area, designated as Easterly Annexation
District No. 87, pursuant to the Municipal Organization Act of
1977 (Part 2, commencing with Section 35000, of Division 2 of
Title 4 of the Government Code).
2. The territory proposed to be annexed is inhabited.
A description of the exterior- boundaries of such territory is
set forth in Exhibit "A" attached hereto and incorporated herein.
3. The reasons for the proposed annexation are:
a. The area in question is within the
sphere of influence of the City of Azusa
as adopted by the Local Agency Formation
Commission in 1975.
b. The proposal is a logical expansion
of the boundaries of the City of Azusa.
C. At the request of the property owners
included within the area of annexation.
4. It is desired that the proposed annexation provide
for and be made subject to the following conditions:
NONE
5. The City Clerk of the City of Azusa is hereby
directed to file a certified copy of this resolution together with
the necessary documents and processing fees, with the Executive
Officer of the Local Agency Formation Commission.

CITY OF AZUSA COMMENDING CARL GUTIERREZ
FOR HIS SERVICES TO THE CITY.
WHEREAS, CARL GUTIERREZ entered into
City employment on March 13, 1973, and
WHEREAS, since that time Carl has satisfied the Scriptural
admonition: "Verily say I unto thee, that in thy time of need look
to the worthy workman for he shall bring honor to all his labor", and
WHEREAS, because of the transient nature of human affairs,
bringing a state of impermanence to all our endeavors, the City of
Azusa, caught in the clutch of circumstance, is losing his services;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Azusa, recognizing full well the worth of an employee
of CARL GUTIERREZ' caliber, and while lamenting the loss of his
service, commends him highly for the paradigmatic value of his
presence and activities which have brought an abundance of benefits
to both the City and its residents; furthermore, it unites in
wishing him the best of good fortune in whatever may occur in
his future.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA CERTIFYING THE NEGATIVE DECLARATION
FOR THE PREZONING OF EASTERLY ANNEXATION DIS-
TRICT NO. 87 (ZONE CHANGE CASE NO. Z-230,
MANRESA RETREAT)
WHEREAS, an Initial Study of Environmental Impact
and a Negative Declaration have been prepared for the proposed
change of zone classification for Easterly Annexation District
No. 87 (for the property generally known as Manresa Retreat
and located generally north of the A.T. & S.F. Railroad and
west of the northerly extension of Citrus Avenue) and said
Initial Study and Negative Declaration were prepared in accor-
dance with the provisions of the California Environmental
Quality Act and the State CEQA Guidelines;
WHEREAS, a duly -noticed public hearing was held by
the Planning Commission of the City of Azusa on May 9, 1984,
and before the City Council of the City of Azusa on June 4, 1984,
at which time evidence was heard on the proposed amendment and
the Negative Declaration;
WHEREAS, prior to approving the amendment, the City
Council of the City of Azusa considered the Negative Declaration
together with any comments received during the public review
process;
WHEREAS, the City Council of the City of Azusa hereby
finds and determines that on the basis of the Initial Study and
any comments received in the public review process, that there
is no substantial evidence that the project will have a signi-
ficant adverse effect on the environment;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Azusa that the Negative Declaration for Easterly
Annexation District No. 87 (which is attached hereto as Exhibit "A"
and by this reference incorporated herein) is hereby certified
and approved and that this Negative Declaration shall be filed
with the County Clerk of the County of Los Angeles.
The City Clerk shall certify the adoption of this
resolution.
