A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA CERTIFYING THE NEGATIVE DECLARATION
FOR ZONING CODE AMENDMENT NO. 144 ADDING
CHAPTER 9.57 TO THE AZUSA MUNICIPAL CODE
RELATING TO THE DESIGN REVIEW COMMITTEE
WHEREAS, an Initial Study of Environmental Impact
and a Negative Declaration have been prepared for the proposed
Zone Code Amendment No. 144, establishing a design review
committee, and said Initial Study and Negative Declaration
were prepared in accordance with the provisions of the
California Environmental Quality Act and the State CEQA Guide-
lines;
WHEREAS, a duly -noticed public hearing was held by
the Planning Commission of the City of Azusa on May 9, 1984,
and before the City Council of the City of Azusa on June 4,
1984, at which time evidence was heard on the proposed amendment
and the Negative Declaration;
WHEREAS, prior to approving the amendment, the City
Council of the City of Azusa considered the Negative Declaration
together with any comments received during the public review
process;
WHEREAS, the City Council of the City of Azusa hereby
finds and determines that on the basis of the Initial Study
and any comments received in the public review process, that
there is no substantial evidence that the project will have a
significant adverse effect on the environment.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Azusa that the Negative Declaration for the
Zone Code Amendment No. 144, establishing a design review
committee by adding Chapter 19.57 to the Azusa Municipal Code,
which Negative Declaration and Initial Study are attached hereto
as Exhibit "A" and by this reference incorporated herein as
though set forth in full, is hereby certified and approved and
determined that this Negative Declaration shall be filed with
the County Clerk of the County of Los Angeles.
The City Clerk shall certify the adoption of this
resolution.

This code amendment is to establish criteria by
establishing a 'Design Review Committee' to help
promote 1. Encourage the orderly & harmonious development
of property within the City. 2. Implement the general & specific
plans fo the city pertaining to the preservation and enhancement of
the character and unique assets of the community. 3. Recognize
the positive effects of high aesthetic standards on the physcial,
social and economic well-being of the community. 4. Promote and
encourage innovative and creative design consistent with, and
compliementary to, principles of sound community design, while
discouraging excessive similarity, dissimilarity or inappropriateness
of desgin. 5. Ensure that the design of building sites &
appurtenant structures and landscaping recognizes and provides for:
compatibility and its relationship with the natural features of its

ASSESSMENT OF ENVIRONMENTAL IMPACT REPORT
INITIAL STUDY
A copy of the Initial Study for Public Works projects will be available
to the public in the Azusa Public Works Department. A copy of the initial
study for the Planning Department projects will be in the Planning
Department and the Public Library. Comments from the public on the
projects may be made, in writing, to the respective department directors
or at the public hearings for the projects.
Project Description:
Code Amendment No. 144 establishing a Design Review Committee.
To establish criteria by setting principles and
objectives for the community's general appearance
which serves to give direction to private developers
in the design of their projects.
II. ENVIRONMENTAL IMPACTS

DISCUSSION OF ENVIRONMENTAL EVALUATION
Design treatment and increased landscaping may
encourage a decrease in commercial vacancies, thereby
resulting in increased employment, shoppers, taffic
and demand for housing and services.
MITIGATION MEASURES

On the basis of this initial evaluation -.-k

effect on the environment, and a NEGATIVE DECLARATION
will be preparedp and is attached.
I find that although the proposed project could have
a significant effect on the environment, there will not
be a significant effect in this case because the
mitigation measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATION WILL
BE PREPARED.
I find the proposed project MAY have a significant
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.
