HomeMy WebLinkAboutResolution No. 74980 0 RESOLUTION NO. 7498 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR THE CHANGE OF ZONE CLASSIFICATION FOR 810 SOUTH CITRUS AVENUE (ZONE CLASSIFICATION Z-229) WHEREAS, an Initial Study of Environmental Impact and a Negative Declaration have been prepared for the proposed change of zone classification for 810 South Citrus Avenue and said Initial Study and Negative Declaration were prepared in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines; WHEREAS, a duly noticed public hearing was held by the Planning Commission for the City of Azusa on April 18, 1984 and before the City Council on May 21, 1984 at which time evidence was heard on the proposed amendment and the Negative Declaration; WHEREAS, prior to approving the amendment, the City Council of the City of Azusa considered the Negative Declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process that there is no substantial evidence that the project will have a significant adverse effect on the environment. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa that the Negative Declaration for the change of zone classification for 810 South Citrus Avenue is hereby certified and approved and determined that this Negative Declaration shall filed with the County Clerk of the County of Los Angeles. SECTION 1. The City Clerk shall certify to the adoption of this resolution. 1984. Description of Project and Address: Subject property is located at: 810 South Citrus Avenue Azusa, Ca. 91702 This is a request for a change of zone from C2 to R -3c. 5. Identification of Environmental Setting: Urban -1- CITY OF AZUSA ASSISMENT OF ENVIRONMENTAL IMPACT REPORT INITIAL STUDY A copy of the Initial Study for Public Works projects will be available to the public in the Azusa Public Works Department. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. Project Description: Proposed Zone Change Case No. Z-229. A request for a change of zone from C-2 to R3c in order for the applicant to develop his property with apartments. II. Project will result in an additional 22 dwelling units, approximately 60 people. 14. c 6 d Project, upon completion will result in additional demand on school, parks, recreation and library services; and may result in additional demand for Police, Fire and other governmental services. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: Site development standards requiring open space, setbacks, and landscaping. V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared, and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL HE PREPARED. I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required.
