HomeMy WebLinkAboutResolution No. 74930 • RESOLUTION NO. 7493 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE REPAIR OF A SUB -STATION FEEDER ON AN EMERGENCY BASIS WITHOUT FORMAL PUBLIC BIDDING PURSUANT TO THE PROVISIONS OF SECTION 20168 OF THE PUBLIC CONTRACTS CODE WHEREAS on May 24, 1984 a sub -station feeder utilized by the City's Light and Water Department as one of the major electrical feeders for the City was rendered inoperable; WHEREAS if said feeder had not been repaired on May 24 and May 25, 1984 substantial portions of the City could have been blacked out as a result of the overload placed on the two remaining feeders; WHEREAS if the feeder had not been immediately repaired on May 24 and May 25, 1984, not only would the City have likely experienced a blackout, but the blackout would have been for a prolonged period of time, likely many days, in that the particular feeder cables used are not common and it would have taken consid- erable effort to obtain replacements in a short period of time; WHEREAS on the basis of the above facts, the City Council finds and declares that there was a great public calamity, as an extraordinary fire, flood, storm, epidemic, or other disaster within the meaning of section 20168 of the Public Contracts Code and further finds and declares that on the basis of the above facts the public interest and necessity demand the immediate expenditure of public money to safeguard life, health and property; WHEREAS in spite of the authority to waive formal public bidding for such repairs, the Director of Utilities contacted seven contractors to perform the necessary work and found that only two of the seven contractors were capable of doing the work and only one of those two contractors would be able to do it within the time required to prevent the harm described above and further found that the contractor has an excellent reputation amoung public utilities for performing this kind of work and that the amount proposed for such work was reasonable. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA, that pursuant to the authority of section 20168 of the Public Contracts Code, and the above -referenced findings, the expenditure of the sum not to exceed $13,000.00, for emergency repairs to the sub -station feeder is hereby authorized. 1984. PASSED, APPROVED AND ADOPTED this 4th day of June r C)4� MAYOR I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof, held on the 4thday of June 1984, by the following vote of the Council.
