RESOLUTION NO. 7470
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA CERTIFYING THE NEGATIVE DECLARATION
FOR THE ADDITION OF SECTION 19.48.110 TO THE
AZUSA MUNICIPAL CODE RELATING TO COMPACT CAR
PARKING
WHEREAS, An Initial Study of Environmental Impact
and a Negative Declaration have been prepared for the proposed
addition to the Azusa Municipal Code of Section 19.48.110,
relating to compact car spaces and said Initial Study and
Negative Declaration were prepared in accordance with the
provisions of the California Environmental Quality Act and
the State CEQA Guidelines; and
WHEREAS, A duly noticed public hearing was held
before the Planning Commission of the City of Azusa on March 7,
1984, and before the City Council of the City of Azusa on
April 2, 1984, at which time evidence was heard on the proposed
amendment and the Negative Declaration; and
WHEREAS, Prior to approving the project, the City
Council of the City of Azusa considered the Negative Declaration
together with any comments received during the public review
process; and
WHEREAS, The City Council of the City of Azusa hereby
finds and determines that on the basis of the Initial Study
and any comments received that there is no substantial evidence
that the project will have a significant effect upon the environ-
ment.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Azusa that the Negative Declaration for the
addition of Section 19.48.110 to the Azusa Municipal Code
relating to compact car parking is hereby certified and approved,
and further determines that this Negative Declaration shall be
filed with the County Clerk of the County of Los Angeles.
The City Clerk shall certify to the adoption of this
Resolution.
ADOPTED AND APPROVED this 16thday of April , 1984.
I hereby certify that the foregoing Resolution was
duly adopted by the City of Azusa, at a regular meeting thereof
held on the 16th day of April 1984, by the following

2. Location of the Project:
This code amendment would be effective city wide.
3. Finding:
The City of Azusa intends to amend its zoning code to allow
parking in carports in apartment complex (4 or more units) and
smaller parking stalls (8' by 17') for compact cars up to
25% of all required parking spaces. This code amendment, if
adopted, would be effective city wide. A number of cities
nearby have amended their codes to allow carports and compact
car parking and have been no significant adverse environmental
effects reported.

I. BACKGROUND

4. Description of Project and Address:
The City of Azusa intends to amend its zoning code to
allow parking in carports in apartment complex and smaller
parking stalls (8' by 17' minimum) for compact cars up to
258 of all required parking spaces.
This code amendment would be effective city wide.
5. Identification of Environmental Setting:
The City of Azusa is located in the northeasterly portion
of the San Gabriel Valley within Los Angeles County. It
is a balanced community of residential, commerical and
industrial. The current population of the City is approximately
of 32,000. The present city boundaries consist of an area
of approximately 8 square miles.

ASSESSMENT OF ENVIRONMENTAL IMPACT REPORT
INITIAL STUDY
A copy of the Initial Study for Public Works projects will be available
to the public in the Azusa Public Works Department. A copy of the initial
study for the Planning Department projects will be in the Planning
Department and the Public Library. Comments from the public on the
projects may be made, in writing, to the respective department directors
or at the public hearings for the projects.
Project Description: The City of Azusa intends to amend its zoning
code to allow parking in carports in apartment complex (4 or more units)
and smaller parking stalls (8' by 17' minimum) for compact cars up to
258 of all required parking spaces. This code amendment, if adopted,
would be effective city wide.
II. ENVIRONMENTAL IMPACTS

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
A number of cities nearby have amended their codes to allow
carports and compact car parking and there have been no
significant adverse environmental effects reported.

On the basis of this initial evaluation:
X I find the proposed project COULD NUT have a significant

will be prepared.
I find that although the proposed project could have
a significant effect on the environment, there will not
be a significant effect in this case because the
mitigation measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATION WILL
BE PREPARED.
I find the proposed project MAY have a significant
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.
