A RESOLUTION OF THE CITY COUNCIL. OF THE
CITY OF AZUSA AMENDING THE JOB SPECIFI-
CATIONS FOR ASSISTANT DIRECTOR OF CIVIL
DEFENSE/SAFETY ANALYST AND CHANGING TITLE
TO ASSISTANT DIRECTOR OF EMERGENCY SERVICES/
PUBLIC SAFETY TECHNICIAN
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The job specifications for the classi-
fication of Assistant Director of Civil Defense/Safety Analyst
are hereby amended to read in accordance with Exhibit A
attached hereto and incorporated herein by reference.
SECTION 2. This Resolution shall become effective
immediately.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution.
ADOPTED AND APPROVED THIS 5th day of March, 1984.

meeting hereof held on the 5th day of March, 1984, by the following

PUBLIC SAFETY TECHNICIAN
Job Summary
Under supervision assists in organizing, developing, and
coordinating disaster and emergency services programs;
functions as public safety technician; performs support
services duties in public safety; and performs related
duties as required.
Representative Duties
Assists in administering the emergency services program
for the city; advises the Director of Emergency
Services of policies, programs, and directives established
by the California Office of Emergency Services and the
Federal Emergency Management Agency and other governmental
and private agencies; and of news items and legislation
affecting the city's emergency services and disaster program;
prepares reports on emergency services and disaster planning
and accomplishments, and other related matters; arranges for
the distribution of informative brochures and materials on
emergency services matters; schedules and makes arrangements
for speaking engagements to disseminate information on
emergency services and disaster activities; assists in com-
piling budget requirements for emergency services and
disaster programs; answers correspondence and telephone
calls for information; and handles complaints about
emergency services and disaster programs.
Responsible for recruiting and motivating volunteer workers
who meet regularly, receive specific training in various
aspects of emergency services, and perform emergency and
public service activities.
Under direction, represents the city of Azusa in dealing
with other agencies, with emergency services organizations,
with the California Office of Emergency Services, and with
the Federal Emergency Management Agency; and coordinates
the city's emergency services program with those of other
governmental and private agencies.
Functions within the Police Department as public safety
technician for the city of Azusa. Investigates and determines
the effectiveness of safety procedures; prepares safety
programs in accordance with OSHA and CAL/OSHA regulations;
monitors safety programs; conducts safety meetings once a
month with representatives of various city departments for
the purpose of discussing safety programs, reviewing current
procedures, and developing remedial safety measures and
programs.

of the Following Duties
Receives, stores, and releases evidence and found property
processed by the Police Department; prepares and maintains
receipts, records, reports, and other documents pertaining
to evidence and property processed through the department;
under supervision plans, prepares, and conducts the annual
police auction; lawfully destroys or disposes of surplus
property or contraband under his/her control.
Under direction processes records, reports, receipts, and
other documents through the offices of the appropriate
officers of the Superior Court and the Municipal Court;
assists police officers with transportation of persons in
police custody.
Under direction supervises the activities and work of city
jail trusty -inmates. Performs related duties as required.
Organizational Responsibilities
As Assistant Director of Emergency Services, reports to
the Director of Emergency Services or his representa-
tive in the overall administration of the Emergency Services
and Disaster Program and public safety support services
function.
QUALIFICATIONS GUIDE
Training and Experience
Graduation from high school or GED certificate. Three years
of responsible leadership experience in local community
service organizations, business, or government, involving
the organization and supervision of volunteer workers.
Additional college training or emergency service experience
is desirable.
Required Knowledge and Abilities
Ability to prepare oral and written reports and recommendations
concisely, logically, and convincingly; speak convincingly
before various groups; administer a city-wide emergency
services and disaster program with those of other governmental
and private organizations; deal tactfully and effectively with
other governmental and private agencies and the public.
Desirable Knowledge and Abilities
Knowledge of governmental, military, industrial, community,
and service organizations concerned with emergency services
and disaster activities; the principals, practices, methods,

techniques, and problems of emergency services and disaster
planning; current developments and trends in emergency
services and disaster activities; familiarity with local,
state, and federal regulations and policies affecting
emergency services and disaster activities.
A working knowledge of court systems and functions.
A working knowledge of safety programs and procedures.
A working knowledge of jail systems and trusty supervision.
A working knowledge of city departments and their functions.
A working knowledge of evidence and property systems.
