A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA CERTIFYING THE NEGATIVE
DECLARATION FOR THE PREZONING OF SOUTHERLY
ANNEXATION DISTRICT NO. 86 TO THE CITY OF
AZUSA
WHEREAS, An Initial Study of Environmental Impact
and a Negative Declaration have been prepared for the prezoning
of Southerly Annexation District No. 86 to the City of Azusa
and that said Initial Study and Negative Declaration were pre-
pared in accordance with the provisions of the California
Environmental Quality Act and the State CEQA Guidelines;
WHEREAS, Notice that the City Council proposed to
adopt the said Negative Declaration was provided to the public
within a reasonable period of time prior to adoption by the
City Council of the Negative Declaration and in the form required
by law;
WHEREAS, Prior to approving the prezoning, the City
Council considered the Negative Declaration together with the
Initial Study of Environmental Impact and any comments received
during the public review process;
WHEREAS, The City Council of the City of Azusa hereby
finds and determines that on the basis of the Initial Study
and any comments received, that there is no substantial evidence
that the project will have a significant effect upon the environ-
ment;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Azusa that the Negative Declaration for the prezon-
ing of Southerly Annexation District No. 86 to the City of
Azusa, a true, correct and complete copy of which is attached
hereto as Exhibit "A," is hereby certified and approved and
that said Negative Declaration shall be filed with the County
Clerk of the County of Los Angeles.
The City Clerk shall certify to the adoption of this
resolution.
APPROVED AND ADOPTED this 6th day of February , 1984.

NO. 86
PROJECT
The City of Azusa is in the process of annexing an
area of 18.6 acres located at the northeast and northwest cor-
ners of Arrow Highway and Citrus Avenue in the County of
Los Angeles. This annexation is commonly referred to as
"Southern Annexation District No. 86." The Local Agency
Formation Commission of Los Angeles County (LAFCO) has a policy
of requiring that all areas to be annexed be prezoned. The
City proposes that the annexation area be prezoned for C-2
and R -3c which is the equivalent of the County's current C-4
and R-3 zoning. The areas to be so zoned are more particularly
described on Exhibit "A" which is attached hereto and incor-
porated herein by reference.
ENVIRONMENTAL IMPACT STATEMENT
An Initial Study was conducted by the City of Azusa
Planning Department to evaluate the potential effect of the
project upon the environment. The study concluded that the
project would have no significant environmental impact because
the subject annexation area has been fully developed and the
proposed annexation and prezoning would not change any existing
developments or standards in the environment.
Based upon the findings contained in the Initial Study,
it is hereby determined that the project would not have a
significant environmental impact. The results of the Initial
Study are attached hereto for reference as Exhibit "B." No
mitigating measures are included because of the finding that
the project would have no significant environmental impact.

This Negative Declaration was prepared by the City
of Azusa Planning Department according to the provisions of
the California Environmental Quality Act and the State CEQA
Guidelines. Further information is available from William

A copy of the Initial Study for Public Works projectswill be Initial Study to the
public In the Azusa Public Works Department. A copy Of the
Planning Department projects will be in the Planning Department and the Public
Library. Comments from the public on the projects may be made, In writing, to
the respective department directors or at the public hearings for the projects.
Project Description:

Statement of No Significant Environmental Effects

22. As mentioned in project description, that LAFCO requires the City to
pre -zone the annexation area, therefore, a zoning change from the County's
current zoning C -4/R3 to City's zoning C-2/R3c is proposed.
