VA 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR THE ADDITION OF SECTION 18.28.055 TO THE AZUSA MUNICIPAL CODE WHEREAS, an initial study of environmental impact and a negative declaration have been prepared for the addition of Section 18.28.055 to the Azusa Municipal Code and that said initial study and negative declaration were prepared in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines; WHEREAS, notice that the City Council proposed to adopt the said negative declaration was provided to the public within a reasonable period of time prior to adoption by the City Council of the negative declaration in the form required by law; WHEREAS, prior to approving the project, the City Council considered the negative declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the initial study and any comments received that there is no substantial evidence that the project will have a significant effect upon the environment. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa that the negative declaration for the addition of Section 18.28.055 to the Azusa Municipal Code is herebv certified and approved and that said negative declaration shall be filed with the County Clerk of the County of Los Angeles. SECTION 1. The City Clerk shall certify to the adoption of this resolution. 1984. APPROVED AND ADOPTED THIS 16th day of January I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof, held on the 16th day of January 1984, by the following vote of the Council: AYES: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE C Y CLERK E 0 CITY OF AZUSA NEGATIVE DECLARATION FOR AMENDMENT OF SECTION 18.28.055 TO THE AZUSA MUNICIPAL CODE PROJECT It is proposed that Section 18.28.055 be added to the Municipal Code. This revision to Title 18 of the Code, Subdivisions specifically provide that any tentative tract map or tentative parcel map shall be reviewed by the Planning Commission as an advisory agency and that the Planning Commission have specific authority to approve, conditionally approve or disapprove such maps. It has been the City's policy to follow this procedure based on its interpretation of the code, and now, it is proposed that this procedure be more specifically included in the Municipal Code. ENVIRONMENTAL IMPACT STATEMENT An initial study was conducted by the City of Azusa's Planning Department to evaluate the potential effect of the project upon the environment. This study concluded that the project would have no significant environmental impact because the proposed amendment is strictly a procedural change. Based upon the findings contained in the initial study, it is hereby determined that the project would not have a significant environmental impact. The results of the initial study are attached hereto for reference. No mitigating measures are included because of the finding that the project would have no significant environmental impact. This negative declaration was prepared by the City of Azusa Planning Department according to the provisions of the California Environmental Quality Act and the State CEQA Guidelines. bI Ly .,, • Assessment of Environment a�mpact initial Study A copy of the initial Study for Public Works projects will be available to the public in the Azusa Public Works Department. A copy of the Initial Study for Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. Project Description: REVISION TO TITLE 18 - AZUSA MUNICIPAL CODE (Subdivisions) This proposed revision specifically calls out that any Tentative Tract Map or Tentative Parcel Map shall be reviewed by the Planning Commission as an advisory agency. It has been this City's policy to do this as a matter of procedure. It is, now therefore, requested that this procedure in be included in our Azusa Municipal Code.
