HomeMy WebLinkAboutResolution No. 7616 RESOLUTION NO. 7616 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR ZONE CHANGE CASE NO. Z-236 , NORTH SIDE OF NINTH STREET BETWEEN AZUSA AVENUE AND SAN GABRIEL AVENUE WHEREAS, an Initial Study of Environmental Impact and a Negative Declaration have been prepared for Zone Change Case Number Z-236 ( hereinafter "Project" ) in accord- ance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines ; WHEREAS, a duly-noticed public hearing was held by the Planning Commission for the City of Azusa on the 17th day of October, 1984 , and the City Council of the City of Azusa on the 19th day of November, 1984 , at which times evidence was heard on the proposed Project and the Negative Declaration; WHEREAS , prior to approving the Project the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative Declaration together with any comments received during the public review process; WHEREAS , the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process , there is no substantial evidence that the project will have a significant adverse effect upon the environment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA that the Negative Declaration for the Project , attached hereto as Exhibit "A" and by this refer- ence incorporated herein, is hereby certified and approved and determined that this Negative Declaration shall be filed with the County Clerk of the County of Los Angeles. The City Clerk shall certify to the adoption of this Resolution. ADOPTED AND APPROVED THIS 3rd day of December , 1984. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. DISCUSSION OF ENVIRONMENTAL EVALUATION 8. a & b Planned land use as set by the Azusa General Plan includes Central Business District, Commercial Development and Single-Family Residential Development. General Plan will have to be amended to provide consistency with zone change. 11, 13 a, 14 b & c 28 additional apartment units will add a significant number of residents to the area. This will result in increases in street traffic, school enrollment; and demand for recreation facilities which will likely be met by the existing infrastructure. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: Site development standards, as provided by the City of Azusa for apartment buildings and condominiums, requiring open space, setbacks and landscaping will be enforced. V. DETERMINATION (To be completed by the Lead Agency) on the basis of this initial evaluation: lx I find the proposed project COULD NUT have a significant effect on the environment, and a NEGATIVE DECLARATION hhs been. prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required.
