HomeMy WebLinkAboutResolution No. 76140 0 RESOLUTION NO. 7 614 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AND ADOPTING THE NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR AMENDMENT NO. V TO THE REDEVELOPMENT PLAN FOR THE AZUSA CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROJECT WHEREAS, the Redevelopment Agency and the City Council of the City of Azusa have consented to a Joint Public Hearing for consideration of the proposed Amendment No. V to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project; and WHEREAS, a Negative Declaration has been prepared pursuant to the California Environmental Quality Act (CEQA) as amended; and WHEREAS, a Notice of Intent to Adopt a Negative Declaration was published in the Azusa Herald on November 14, 1984; and WHEREAS, the City Council must approve and adopt a Negative Declaration for the Amendment No. V to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project prior to approving the proposed Redevelopment Plan Amendment. NOW, THEREFORE, the City Council of the City of Azusa does resolve as follows: SECTION 1. The City Council of the City of Azusa hereby certifies that the Negative Declaration for the proposed Amendment No. V to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project was completed in compliance with the California Environmental Quality Act and that the Negative Declaration was reviewed and considered by the City Council prior to approval of the proposed Redevelopment Plan Amendment. SECTION 2. The City Clerk shall certify to the adoption of this Resolution. APPROVED AND ADOPTED this 3rd day of December, 1984. Description of Project and Address: Amendment No. V to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project proposes to annex into the Project Area a 38+ acre parcel located near Eighth Street and Vernon Avenue. 4 5. Identification of Environmental Setting: The subject property is the former site of the Miller Brewery, which relocated to Irwindale in 1980. The Miller Brewery Plant was demolished in 1983 and the site is now vacant. The site is zoned M-2, Heavy Industrial and is designated for heavy industrial uses in the General Plan. The site is immediately surrounded by industrial land uses. Residential neighborhoods are located to the north and northeast of the site. The proposed industrial land use is consistent with the General Plan and Zonino_ as well as with the existing land uses in the area. —1— CITY OF AZUSA ASSI+MENT OF ENVIRONMENTAL IMPer REPORT INITIAL STUDY A copy of the Initial Study for Public Works projects will be available to the public in the Azusa Public Works Department. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. Project Description: Amendment No. V to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project proposes to annex into the Project Area a 38+ acre parcel located near Eighth Street and Vernon Avenue. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: x I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required. Date Sig Tit 0 DISCUSSION OF ENVIRONMENTAL EVALUATION I(g) Numerous faults have been identified in northern Azusa. Commonly referred to as the Sierra Madre Fault Zone, this group includes the Sierra Madre, Duarte, and lower Duarte Faults. According to the the Azusa General Plan Seismic Safety Element, the subject site is not located within a surface rupture zone but is located with ground shaking zone II -6. The proposed industrial use is considered generally suitable for this zone, therefore, additional irrigation measures are not required. 3(b) The project site is traversed by a natural drainage line which for years remained unimproved. The ultimate development of the property will be required to provide for improved drainage either in and improved drainage ditch or underground. 6(a) The ultimate development of the site will result in an increase over the current noise level now generated from the site. However, the site is located within an industrial area of the City and will not result in noise levels above the ambient noise level of the area. 7 The project will result in new lighting in the area. Development plans should make provisions to avoid the creation of glare upon motorists in the area. 12 The project will result in the creation of new employment opportunities which is likely to increase housing demand in the area. The project will result in the development of approximately 600,000 square feet of new leasable industrial space, which may generate up to 450 new jobs. It is anticipated that the housing demand which may be generated by the project will not exceed the projected increase of housing during the next five years. 14(a,b) The project may increase the need for additional police protection and fire protection services in the area and therefore may contribute to an ultimate need to increase manpower and/or facilities. However, the incremental increase in demand for such services is not expected to be significant from the proposed project alone. 14(e) The project will include the reconstruction of existing local streets and a water utility system which has been found to be deteriorated or deficient to meet current requirements and demands of the City. The operation of the facilities will require ongoing maintenance which will be the responsibility of the City. 16(c) It has been found by the City public works department that existing water utilities are insufficient to accomodate the level of use which may be ultimately developed on the site. This is due largely to historic changes in the regulations for fire flow purposes. The development of the site will be preceeded by the improvement of the local water utility system. .
