HomeMy WebLinkAboutResolution No. 76120 0 RESOLUTION NO. 7612 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AND ADOPTING THE NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR AMENDMENT NO. IV TO THE REDEVELOPMENT PLAN FOR THE AZUSA CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROJECT WHEREAS, the Redevelopment Agency and the City Council of the City of Azusa have consented to a Joint Public Hearing for consideration of the proposed Amendment No. IV to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project; and WHEREAS, a Negative Declaration has been prepared pursuant to the California Environmental Quality Act (CEQA) as amended; and WHEREAS, a Notice of Intent to Adopt a Negative Declaration was published in the Azusa Herald on November 14, 1984; and WHEREAS, the City Council must approve and adopt a Negative Declaration for the Amendment No. IV to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project prior to approving the proposed Redevelopment Plan Amendment. NOW, THEREFORE, the City Council of the City of Azusa does resolve as follows: SECTION 1. The City Council of the City of Azusa hereby certifies that the Negative Declaration for the proposed Amendment No. IV to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project was completed in compliance with the California Environmental Quality Act and that the Negative Declaration was reviewed and considered by the City Council prior to approval of the proposed Redevelopment Plan Amendment. SECTION 2. The City Clerk shall certify to the adoption of this Resolution. APPROVED AND ADOPTED this 3rd day of December, 1984. Name of Project (if applicable): Amendment No. IV to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project. 4. Description of Project and Address: Amendment No. IV to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project simply proposes to ddannex from the Redevelopment Project Area a 38+ acre parcel located near Eighth Street and Vernon Avenue. The Project is purely administrative in nature. 5. Identification of Environmental Setting: The subject property is the former site of the Miller Brewery, which relocated to Irwindale in 1980. The Miller Brewery Plant was demolished in 1983 and the site is now vacant. The site is zoned M-2, Heavy Industrial and is designed for heavy industrial uses in the General Plan. The site is immediately surrounded by industrial land uses. Residential neighborhoods are located to the north and northeast of the site. —1— CITY 01' AZUSA ASSESS T OF E14VIRONMPI4'1'AL IMPAC' REPORT INITIAL STUDY A copy of the Initial Study for Public Works projects will be available to the public in the Azusa Public Works Department. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. Project Description: Amendment No. IV to the Redevelopment Plan for the Azusa Central Business District Redevelopment Project proposes to deannex from the Project Area a 38+ acre parcel located near Eighth Street and Vernon Avenue. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project.
