RESOLUTION NO. 7607
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA DENYING THE APPLICATION OF PAUL MENDOZA
FOR A ZONE CHANGE AT 546 WEST FOOTHILL BOULEVARD,
AZUSA, (ZONE CHANGE CASE NO. Z-235)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa does
hereby find, determine and declare that:
A. The applicant, Mr. Paul Mendoza, has requested that
the subject property located at 546 West Foothill Boule-
vard, and legally described as Lots 1, 2 and 20+,
Tracts 4189 and 7448+, of the Map of Azusa, be changed
in zone classification from the current zoning of CBD
(Central Business District) to R -3b (multi -family
residential);
B. The change and amendment to the zoning ordinance
sought by the applicant for the subject area was duly
initiated, notice of public hearing thereon was duly
given and published in accordance with applicable law;
C. Public hearings thereon were duly held by the
Planning Commission of the City of Azusa on October 17,
1984 and by the City Council of the City of Azusa on
November 19, 1984;
D. On October 17, 1984, the Planning Commission of
the City of Azusa by Resolution No. 2070 recommended
to the City Council by a vote of four in favor, one
abstention, and one absent, that the change in zone
classification applied for be adopted by the City Council;
E. In adopting this resolution, the City Council has
considered the effects of this decision on the housing
needs of the region in which the City is located and
balanced those needs against the public service needs
of the City residents and available fiscal and environ-
mental resources;
F. The City Council has considered all of the informa-
tion presented to it at the public hearing held on
November 19, 1984 and determines that the granting
of the application for change of zone would be substan-
tially adverse to the public necessity, convenience,
general welfare and good zoning practice in that:
1) The proposed change in zone classification
is not consistent with the General Plan of the
City of Azusa in that the subject property is
designated as Central Business District on the
land use element of the General Plan which
element provides for commercial uses and not
for residential uses of the type proposed by
the R -3c zone;
2) The purposes of the CBD zone would be best
served by including the subject property in
that the property fronts on one of the City's
main thoroughfares and commercial streets,

Foothill Boulevard, so that the concept of
a Central Business District can be developed
along the City's major commercial arterials;
3) Development to the standards of the R -3c
zone on the subject property would create
additional traffic on the surrounding single-
family residential area to the south, which
could not be adequately accommodated by that
neighborhood;
4) Developing the subject property to the
standards of the R -3c zone would create over-
crowding in the area, which would adversely
impact the single-family residential area
to the south of the subject property; and
S) Developing the subject property to the
standards of the R -3c zone would create a
greater demand for parking than could be
adequately accommodated by the subject property
and the surrounding neighborhood, which would
adversely impact the single-family residential
neighborhood to the south.
SECTION 2. Based upon the findings set forth above,
the City Council of the City of Azusa hereby denies the applica-
tion of Paul Mendoza for a change of zone on the subject property
from CBD to R -3c.
SECTION 3. The City Clerk shall certify the adoption
of this resolution.

I HEREBY CERTIFY that the foregoing Resolution was
duly adopted by the City Council of the City of Azusa, at a
regular meeting thereof, held on the 3rd day of December ,
1984, by the following vote of the Council:
