HomeMy WebLinkAboutResolution No. 75300 4 RESOLUTION No. 7530 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR GENERAL PLAN AMENDMENT NO. 84-3, REVISED HOUSING ELEMENT WHEREAS, Initial Study of Environmental Impact and a Negative Declaration have been prepared for the proposed general plan amendment consisting of the revised housing element and said Initial Study and Negative Declaration were prepared in accordance with the provisions of the California Environmental Quality Act in the State Ceqa Guidelines; WHEREAS, a duly noticed public hearing was held by the Planning Commission for the City of Azusa on June 6, 1984 and before the City Council on July 2, 1984 at which time evidence was heard on the proposed amendment and the Negative Declaration; WHEREAS, prior to approving the amendment, the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative Declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process that there is no substantial evidence that the project will have a significant adverse effect on the environment. NOW, THEREFORE, be it resolved by the City Council of the City of Azusa that the Negative Declaration for the general plan amendment, revised housing element, attached hereto as Exhibit "A" and by this reference incorporated herein, is hereby certified and approved and determined that this Negative Declaration shall be filed with the County Clerk of the County of Los Angeles. The City Clerk shall certify to the adoption of this Resolution. ADOPTED AND APPROVED THIS 16th day of July , 1984. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. MITIGATION MEASURES a complete revision of the City's Housing State Law. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION DILL BE PREPARED. I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required. Location of the Project: Throughout the urban areas within the City of Azusa. 3. Finding: State Law mandates that every City have a Housing Element. In addition, State Law stipulates what is to be included in the Housing Element, and requires every Housing Element to be updated by July 1, 1984. This proposed General Plan Amendment #84-3 is the Azusa General Plan "Revised Housing Element". This element identified the steps the City will undertake in providing housing for all income levels.
