HomeMy WebLinkAboutResolution No. 76869 RESOLUTION NO. 7686 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR PREZONING OF CERTAIN PROPERTY PRIOR TO ANNEXATION IN THE UNINCORPORATED AREA OF LOS ANGELES COUNTY GENERALLY BOUNDED BY BASELINE ROAD, BARRANCA. AVENUE, HOLLYVALE STREET, CALERA AVENUE, MAUNALOA AVENUE, CITRUS AVENUE, AND AZUSA CITY LIMITS WHEREAS, an Initial Study of Environmental Impact and a Negative Declaration have been prepared for prezoning of certain property prior to annexation in the unincorporated area of Los Angeles County generally bounded by Baseline Road, Barranca Avenue, Hollyvale Street, Calera Avenue, Maunaloa Avenue, Citrus Avenue, and Azusa City limits. (hereinafter "Project"') in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines; WHEREAS, a duly -noticed public hearing was held by the Planning Commission for the City of Azusa on the 20th day of February, 1985, and the City Council of the City of Azusa on the 1st day of April, 1985, at which times evidence was heard on the proposed Project and the Negative Declaration; WHEREAS, prior to approving the Project the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative - Declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process, there is no substantial evidence that the project will have a significant adverse effect upon the environment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA that the Negative Declaration for the Project, attached hereto as Exhibit "A" and by this refer- ence incorporated herein, is hereby certified and approved and determined that this Negative Declaration shall be filed with the County Clerk of the County of Los Angeles. The City Clerk shall certify to the adoption of this Resolution. ADOPTED AND APPROVED THIS 1st day of April , 1985. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. Certain domestic animals which are legally permitted under current Los Angeles County zoning may be continued as legal nonconforming uses under proposed City zoning. Animals which are currently illegally kept according to County zoning would not be allowed under proposed City zoning. 8a. Raising of domestic animals on property is allowed under current County zoning but could only continue as a nonconforming use under proposed City zoning. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: None required. V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required.
