A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
CERTIFYING THE FINDING OF NO SIGNIFICANT IMPACT
FOR THE RECONSTRUCTION OF WATER LINES IN
SAN GABRIEL AND DALTON AVENUES
WHEREAS, an Environmental Assessment was prepared for the
proposed Water Line Reconstruction Project under the National
Environmental Policy Act (NEPA) and is attached hereto as Exhibit
"A"; and
WHEREAS, the County of Los Angeles Board of Supervisors as
the lead agency under NEPA and CEQA approved the Finding of No
Significant Impact (FONSI) and published said Finding; and
WHEREAS, Article 14 of the California Environmental Quality
Act (CEQA) guidelines permits the use of NEPA Findigs of No
Significant Impact under two conditions: (1) that an EIS or
Finding of No Significant Impact will be prepared before an EIR
or Negative Declaration would otherwise be completed for the
Project; and (2) that the EIS or Finding of No Significant
Impact complies with the provisions of the CEQA guidelines; and
WHEREAS, these conditions have been met for the Water Line
Reconstruction Project, and the City Council believes that the
Finding of No Significant Impact meets the requirements of CEQA;
and
WHEREAS, the City Council gave public notice on January 9,
1985, that it intended to use the federal document (FONSI) in
place of a Negative Declaration.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Azusa as follows:
Section 1. The City Council hereby adopts and certifies the
Finding of No Significant Impact, attached hereto as Exhibit "A",
in place of a Negative Declaration. Pursuant to Article 14 of
the CEQA guidelines, the City Council finds that this Finding of
No Significant Impact meets the requirements of CEQA and fulfills
the City's obligations as a responsible agency.
Section 2. The City shall certify the adoption of this
Resolution.

The National Environmental Policy Act (NEPA) and the California Environmental
Quality Act (CEQA) require that your Board take action on environmental
documents for the projects identified herein.
Backaround
On May 24, 1984, your Board adopted the Tenth Year (1984-85) Commnity
Development Block Grant -CDBG) application. The projects identified herein
are consistent with the Camnunity Development Objectives and Projected Use of
Funds set forth in the CDBG application. To secure Federal funding, NEPA and
CEQ4 environmental clearances are required for the following projects:
o Lead Agency: City of Azusa
Project: Water Line Reconstruction
Description: Replacement of. 2 -inch and 4 -inch water lines with 8 -inch
water line; install new fire hydrants and new 6 -inch
water lines.
o Lead Agency: County of Los Angeles
Project: 120th Street, et. al., Water System Improvement
Description: Installation of replacement water mains, fire hydrants
and service connections.

Current Action Requested
NEPA: Based on information gathered by the Community. Development Commission
(CDC), no significant impact on the environment has been identified
for these projects. It is requested that your Board return a Finding
of No Significant Impact on the Environment and instruct the Executive
Director of the CDC to order publication of the attached public notice
in accordance with NEPA regulations.
CEp4: Adoption and publication of the attached Finding of No Significant Impact
prepared in compliance with NEPA regulations for these projects will
satisfy applicable CEOA requirements as stated in Article 14, Section
15221. No further action is reouested.
County Counsel has reviewed the attachment.
IT IS, THEREFORE, RECOMMENDED THAT YOUR BOARD:
NEPA: Return a Finding of No Sianificant Immrpact on the -Environment for
the projects described herein and instruct the Executive Director
of the CDC to order publication of the attached public notice.

The purpose of this notice is to identify two separate but related
actions to be taken by the County of Los Angeles.
I. On or about January 25, 1985, the County of Los Angeles will
request the U.S. Department of Housing and Urban Development (HUD)
to release Federal funds under Title I of the Housing and Community
Development Act (HCDA) of 1974 (PL 93-383), as amended, for the
following projects:
Agency: City of Azusa
Project: water Line Reconstruction
Description: Reconstruct water lines at San Gabriel
Avenue between Third Street and Fifth
Street and at Dalton Avenue between Second
Street and Fifth Street. Project includes
replacement of 3420 lineal feet of 2 -inch
and 4 -inch water lines with new 8 -inch
water line, new fire hydrants new gate
valves, new 6 -inch water lines and con-
nections to existing water mains. City
of Azusa, First Supervisorial District,
census tracts 4043 and 4044. CDBG Project
#84C.044, 1981-82 $15,747, 1982-83 $4,856,
1983-84 $171,155.

II. It has been determined that such request for release of funds
will not constitute actions significantly affecting the quality
of the human environment and accordingly the County of Los Angeles
has decided not to prepare Environmental Impact Statements (EIS's)
under the National Environmental Policy Act (NEPA) of 1969 (P191-
190) or to prepare Environmental Impact Reports (EIR's) under the
California Environmental Quality Act of 1970, as amended.

The reasons for the decision not to prepare EIS's or EIR's are as
follows:
The projects are not categorized as major actions significantly
affecting the quality of the human environment, by reason of
limited scope, and temporary nature of the limited, minor dis-
ruptions to be caused by construction activity. The projects
are consistent with local policies and long-range plans; will affect
no unique or significant natural features, animal, fish -or plant
life, archaeological, cultural, historical, recreational or scenio
sites; will not detrimentally affect air or water quality or ambient
noise; public services beyond those presently available or proposed
in the near future; will not have significant growth inducing impact;
will not result in considerable cumulative impacts; will not achieve
short term to the disadvantage of long term environmental goals;
and have not generated major controversy. Environmental Review
Records have been made, which document the environmental review of
the projects and more fully set forth the reasons why EIS's and
EIR s are not required. The Environmental Review Records are on
file at the above address and are available for public examination
and copying upon request between the hours of 8:00 a.m.. and 5:00 p.m.
No further environmental review of the projects is proposed to be
conducted prior to the request for release of -Federal funds.
COMMENTS TO GRANT RECIPIENT
All interested agencies, groups or individuals disagreeing with
either of'the two proposed actions are invited to submit written
comments for consideration. Such comments must be received at
the above address on or before January 24, 1985, All written
comments received will be considered by the County of Los Angeles
prior to forwarding the request for release of Federal funds to
HUD. No action will be taken on the projects prior to HUD's written
authorization to use those funds. It is requested that those
forwarding comments specify which of the proposed actions is being
addressed.
OBJECTIONS TO HUD
The County of Los Angeles will undertake the projects described
above with Block Grant funds from HUD under Title I of the HCDA of
1974, as amended. The County of Los Angeles is certifying to HUD
that the County of Los Angeles and the Executive Officer, Clerk of
the Board, consent to accept the jurisdiction of the Federal courts
if an action is brought to enforce responsibilities in relation to
project environmental review, decision making and action, and that

these responsibilities have been satisfied. The legal effect of
the certification is that, upon its approval, Block Grant funds may
be used and HUD will have satisfied its responsibilities under
the NEPA of 1969. HUD will accept an objection to its approval of
the release of funds and acceptance of the certification only if
it is on one of the following bases: (a) That the certification
was not in fact executed by the Certifying Officer or other officer
of the applicant approved by HUD; or (b) That applicant's environ—
mental review record for the project indicates omission of a required
decision, finding or step applicable to the project in the environ—
mental review process. Objections must be prepared and submitted
in accordance with the required procedures under 24CFR Part 58.75
of the Interim Regulations found in the Federal Register dated
April 12, 1982. These regulations are available in the above named
office of the County of Los Angeles. Objections may be addressed
to: Environmental Clearance Officer, U.S. Department of Housing
and Urban Development, 2500 Wilshire Boulevard, Los -Angeles,
California 90057.
Objections to HUD on the release of funds on bases other than those
stated in the previous paragraph will not be considered by HUD. No
objection received after February 9, 1985, will be considered by HUD.

There are no adverse impacts associated with improvement of the existing water
supply system besides short-term traffic delays during construction. The upgrading
of system capacity could lead to increased development in the future project benefits
include improvement of existing water supply delivery system and upgrading of fire flow
capabilities to meet minimum code standards.
