c. Does the project have impacts which are
individually limited but cumulatively
considerable? (A project may impact on

d. Does the project have environmental
effects which will cause substantial
adverse effects on human beings directly

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
MAYBE NO
X
8.a Proposed project would involve construction of a 22 -unit apartment complex
on a currently vacant site.
8.b Request is for a reduced front yard setback of 10', rather than the 15'
required by City Zoning Code.
12. Project would create 22 additional residential apartment units, adding to
the rental housing stock of the area.
13.a, 14c, 14d. Project would add 22 households to Azusa, adding approximately
65 residents to the City and causing minor increases in the demand for
certain municipal services. Existing capacities are adequate to provide
for the additional residents.

any are needed, to avoid potentially significant effects:
None required.
V. DETERMINATION
(To be completed by the Lead Agency)
On. the basis of this initial evaluation:
X I find the proposed project COULD NOT have a significant
effect on the environment, and a NEGATIVE DECLARATION
has been prepared and is attached.
I find that although the proposed project could have
a significant effect on the environment, there will not
be a significant effect in this case because the
mitigation measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATION WILL
BE PREPARED.
I find the proposed project MAY have a significant
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.
