RESOLUTION NO. 7744
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA ADOPTING THE CLASS SPECIFICATION FOR
COMPUTER SERVICES MANAGER; ESTABLISHING A SALARY
THEREFORE; AND DELETING CLAS'S SPECIFICATION OF
DATA PROCESSING SUPERVISOR
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The class specification for Computer Services
Manager is hereby adopted in its entirety in accordance with
Exhibit "A" attached and incorporated herein by reference.
SECTION 2. The salary for Computer Services Manager
shall be $2,950 per month.
SECTION 3. The eventual incumbent in the position
of Computer Services Manager shall be designated as "Middle
Management" with the appropriate benefits package as of the date
of employment.
SECTION 4. The class specification of Data Processing
Supervisor is hereby deleted and eliminated.
ADOPTED AND'APPROVED THIS 15th day of July, 1985.

COMPUTER SERVICES MANAGER

CITY OF AZUSA
To plan and coordinate the data processing activities of the city; and to evaluate,
develop, and direct the implementation of data processing systems and procedures.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Finance Director.
Responsibilities include direct and indirect supervision of professional, technical, and
clerical positions.
EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:
Assist in the development and implementation of goals, policies, and priorities relating
to city-wide data processing activities.
Analyze the information needs of city departments and develop data processing systems to
fulfill those needs; evaluate the effectiveness of current systems and procedures.
Recommend overall automation priorities; coordinate systems and programming studies
and procedural development.
Plan for new software and equipment needs of the city; and projected expansion of work;
coordinate installation of and plan for conversion to new equipment.
Direct and monitor the work of contractors responsible for the development, modification,
and maintenance of city data processing systems.
Coordinate data processing work flow and systems use to ensure that user needs are met
and maximum use is gained from the system.
Plan, supervise and evaluate the work of staff responsible for operation of the city's
computer equipment and the resolution of routine user problems.
Supervise and participate in the response to data processing system user problems and
questions; review data processing reports with management personnel for their information
and clarification.
Supervise the preparation of reports for the Finance Director and departments.
Meet with users to analyze'their computer needs; identify information systems problems;
determine new systems requirements or changes necessary to update existing systems.
Write new computer programs and modify existing programs.
Respond to requests for information and advise city departments, governmental agencies,
and the public of city data processing policies.
Coordinate and supervise the continuous assembly of full documentation of the data pro-
cessing operation.
Plan, supervise and implement a strong contingency recovery program including, but not
limited to, offsite storage of magnetic media.

QUALIFICATIONS
Knowledge of:
Principles and techniques of program planning computer use scheduling, forms
design and data processing control.
Program languages utilized on the city's computer system.
Principles of computer systems and procedures analysis and design.
Principles and practices of government financial administration.
Principles of supervision, training and performance evaluation.
Ability to:
Analyze informational requirements and needs, examine alternatives, develop and
implement recommendations.
Design and write efficient computer programs for city data processing applications.
Analyze and interpret technical reports and research findings.
Communicate clearly and concisely, orally and in writing.
Prepare comprehensive and technical data processing reports.
Develop, revise, and utilize systems and procedures.
Supervise, train and evaluate assigned staff, including contract personnel.
Establish and maintain effective working relationships.
Experience and Education
Any combination equivalent to experience and education that could likely provide
the required knowledge and abilities would-be qualifying. A typical way to
obtain the knowledge and abilities would be:
Experience
Four years of progressively responsible experience in the development and
analysis of computerized data processing systems for government administrative
and fiscal activities.
Education:
Equivalent to a bachelor's degree from an accredited college or university
with major course work in computer science, accounting, business administration,
or with emphasis on the structure and functions of governmental financial systems.
