HomeMy WebLinkAboutResolution No. 7720RESOLUTION NO. 7720 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTIONS 1.08, 3.00, 3.02d.(7) 7.01, 7.02, 7.04, 8.01, 8.03, 8.06, 9.02, 9.03, 10.02, 10.06, 11.01 and 12.01 OF THE "RULES OF THE CIVIL SERVICE SYSTEM, CITY OF AZUSA" THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Azusa hereby finds and determines as follows: A. The proposed changes in the Civil Service Rules of the City of Azusa (hereinafter "Civil Service Rules") set forth in this resolution were proposed and submitted to the Personnel Board of the City of Azusa in March 1985; B. On May 28, 1985 the Personnel Board of the City of Azusa recommended that the proposed rules changes not be adopted. C. The proposed rule changes are in the best interests of the City and its employees and are in conformance with the provisions of the Civil Service Ordinance of the City as set forth in Chapters 2.28, 2.32 and 2:36 of the Azusa Municipal Code. SECTION 2. Section 1.08 of the "Rules of the Civil Service System, City of Azusa" (hereinafter "Civil Service Rules") is amended to read as follows: 1.08 Cooperation of Municipal Officers and Employees. Ever y. officer and employee of the City of Azusa shall cooperate with the Personnel Board, the Personnel Officer and the Human Resources Manager in order to fulfill completely the objectives and purposes of the Personnel Ordinance and these rules. SECTION 3. Section 3.00 of the Civil Service Rules is hereby amended to read as follows: 3.00 Administration. Whenever the term "Personnel Department" is used in these rules, it shall mean the Personnel Board and the Personnel Officer. The Human Resources Manager shall have specific authority and responsibilities as set forth in the class specification for this,position and in these rules. SECTION 4. Section 3.02d.(7) of the Civil Service Rules is hereby repealed. SECTION 5. Section 7.01 of the Civil Service Rules is hereby amended to read as follows: 7.01 Application Form. Application shall be made on forms provided by the Human Resources 0 Manager. Section 7.02 of the Civil Service Rules is hereby amended to read as follows: 7.02Filing Applications. All applications must be filed at one place, within the time and manner, and on the form specified in the examination announcement. The time for filing applications may be extended or reopened by the Personnel Board as the needs of the service require, provided notice is given. Applications may be accepted before an announcement for an examination has been posted. SECTION 7. Section 7.04 of the Civil Service Rules is hereby amended to read as follows: 7.04 Notice of Rejection. Whenever an application is rejected, a statement of the reason for the rejection shall be mailed to the applicant prior to the examination. Incomplete applications may be returned to the applicant for clarification. The required clarification shall be filed with the Human Resources Manager prior to the examination. SECTION 8. Section 8.01 of the Civil Service Rules is hereby amended to read as follows: 8.01 Authorization. The Personnel Board shall schedule examinations whenever necessary. SECTION 9. Section 8.03 of the Civil Service Rules is hereby amended to read as follows: 8.03 Type. All examinations shall be competitive, impartial and shall fairly test the relative merit and fitness of the persons examined to perform the duties of the class. a. Competitive Examinations. All competi- tive examinations shall consist of one or more parts carrying a specific weight, as announced at the time of the examination. Such weights are designed to qualify an applicant in terms of relative fitness to perform the duties of the position. Competitive examinations shall be promotional or open/competitive. The Personnel Board shall determine whether the competitive examinations will be promotional or open in accordance with these rules. b. Promotional Examinations. Whenever practical, vacancies shall be filled by promotion of permanent employees, based on competitive examinations, an evaluation of performance records, and -2- 0 0 such other measures of merit and fitness as deemed necessary. c. Continuous Examinations. For classes of positions for which the Personnel Board finds it difficult to maintain adequate eligible lists, it may receive applications, conduct examinations and create eligible lists continuously. The names of eligibles who took the same or a comparable examination on different dates may be ranked for purposes of certification on a single list in order of final earned ratings. SECTION 10. Section 8.06 of the Civil Service Rules is hereby amended to read as follows: 8.06 Preparation. The Human Resources Manager shall be responsible for the preparation of all recruitment materials and examinations and shall administer the recruitment and examination program of the City. Nothing herein shall preclude the City from contracting for the preparation and conduct of examinations as deemed necessary. SECTION 11. Section 9.02 of the Civil Service Rules is hereby amended to read as follows: 9.02 When for good cause, an applicant is unable to appear for examination at the time designated, the Personnel Board may direct that the examination be given the applicant at another time. SECTION 12. Section 9.03 of the Civil Service Rules is hereby amended to read as follows: 9.03 Consistent with the needs of the service, the Personnel Board may limit examinations to those applicants meeting the minimum qualifications. SECTION 13. Section 10.02 of the Civil Service Rules is hereby amended to read as follows: 10.02 Inspection. Any person who participated in an examination may inspect a copy of the question booklet and the correct answers in the office of the Human Resource Manager within five working days immediately following the written test, except for the following: a. Standardized or copyrighted tests shall not be subject to review. b. Continuous tests, if not standardized, shall be open to review only at the end of the testing period. C. Examination papers are not open to inspection by the public or other applicants. -3- 0 0 d. All references and oral rating sheets are confidential and are not open to inspection by the applicant or the public. All interview rating sheets must be signed and dated by the rater. SECTION 14. Section 10.06 of the Civil Service Rules is hereby amended to read as follows: 10.06 Results. No examination shall be deemed to have been completed until an employment list has been established by the Human Resources Manager. The employment list for those attaining a passing score shall be certified by the Personnel Board. No person taking an examination shall acquire any rights by reason of the outcome thereof, until the employment list has been established. Such employment list may be revised or cancelled as the result of any appeal involving the examination, or the employment list. Each applicant taking the examination shall be given written notice of the results, and, if successful, of his relative position on the list. SECTION 15. Section 11.01 of the Civil Service Rules is hereby amended to read as follows: 11.01 Preparation. The Human Resources Manager shall, when necessary, prepare in accordance with these rules, employment lists for classifications. The names of applicants who satisfactorily pass all phases of an examination will be placed on an employment list. SECTION 16. Section 12.01 of the Civil Service Rules is hereby amended to read as follows: 12.01 Procedure. Whenever a vacancy in a position in the classified services is to be filled, the department head shall request a certification of eligible persons from the Personnel Officer. The names of persons willing to accept appointment shall be certified by the Personnel Officer for each vacancy in the order in which the names appear on the appropriate employment list. The number of names certified shall not exceed by two the number of vacancies to be filled. When an employment list contains fewer than three names, the department head may make an appointment from such list; or may make a temporary appointment for a period of not to exceed 90 days, or until at least three names of eligibles are certified to him or her. -4- SECTION 17. The City Clerk shall certify the adoption of this resolution. PASSED, APPROVED AND ADOPTED this 3rd day of June , 1985.
