RESOLUTION NO. 7840
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARA-
TION FOR GENERAL PLAN AMENDMENT NO. 85-4
WHEREAS, an Initial Study of Environmental Impact and
a Negative Declaration have been prepared for the proposed change
of General Plan for one parcel of property generally designated
as 1041 West Arrow Highway, and another area generally designated
as 128 acres of vacant national forest land in the unincorporated
County territory in the northwest portic,t ;` the City (General
Plan Amendment No. 85-4) were prepared in accordance with the
provisions of the California EnvironmentLl Quality Act and the
State CEQA Guidelines; and
WHEREAS, a duly -noticed public hearing was held on the
proposed General Plan Amendment and the Initial Study of Environ-
mental Impact and Negative Declaration by the Planning Commission
of the City of Azusa on November 6, 1985, and a subsequent hearing
on said issues before the City Council of the City of Azusa on
December 16, 1985, at which time evidence was heard on the pro-
posed amendment and the Negative Declaration; and
WHEREAS, prior to approving the amendment, the City
Council of the City of Azusa considered the Initial Study of
Environmental Impact and the Negative Declaration, together with
any comments received during the public review process; and
WHEREAS, the City Council of the City of Azusa hereby
finds and determines that on the basis of the Initial Study and
any comments received in the public review process, that there
is no substantial evidence that the proposed General Plan Amend-
ment may have a significant adverse effect on the environment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF AZUSA AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa here-
by certifies and approves the Negative Declaration for the pro-
posed General Plan Amendment designated General Plan Amendment
No. 85-4, attached hereto as Exhibit "A" and by this reference
incorporated herein, and determines that said Negative Declaration
shall be filed with the County Clerk of the County of Los Angeles.
SECTION 2. The City Clerk shall certify the adoption
of this Resolution.
PASSED, APPROVED AND ADOPTED this 16th day of December ,
1985.

INITIAL STUDY
A copy of the Initial Study for Public Works projects will be available
to the public in the Azusa Public Works Department. A copy of the initial
study for the Planning Department projects will be in the Planning
Department and the Public Library. Comments from the public on the
projects may be made, in writing, to the respective department directors
or at the public hearings for the projects.
Project Description:
General Plan Amendment No. 85-4, amendment to the Azusa General
Plan to allow conformity of the Zoning Code and the General Plan.
II. ENVIRONMENTAL IMPACTS

On the basis of this initial evaluation:
X I find the proposed project COULD NOT have a significant
effect on the environment, and a NEGATIVE DECLARATION
has been prepared and is attached.
I find that although the proposed project could have
a significant effect on the environment, there will not
be a significant effect in this case because the
mitigation measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATIUN WILL
BE PREPARED.
I find the proposed project MAY have a significant
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.
