RESOLUTION NO. 7811
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA CERTIFYING THE NEGATIVE
DECLARATION FOR POWER SALES AGREEMENTS
AND IMPLEMENTATION OF HOOVER DAM
UPRATINGS PROJECT
WHEREAS, an Initial Study of Environmental Impact
and a Negative Declaration have been prepared for power
sales agreements and implementation of the project to uprate
the electrical generating capacity of Hoover Dam (herein-
after "Project") in accordance with the provisions of the
California Environmental Quality Act and the State CEQA
Guidelines;
WHEREAS, the federal government has undertaken an
environmental assessment pursuant to the National Environ-
mental Policy Act and has concluded that there will be no
significant environmental impacts as a result of the Hoover
Upratings;
WHEREAS, prior to approving the Project on
November 4, 1985 the City Council of the City of Azusa
considered the Initial Study of Environmental Impact and the
Negative Declaration together with any comments received
during the public review process;
WHEREAS, the City Council of the City of Azusa
hereby finds and determines that on the basis of the Initial
Study and any comments received in the public review
process, there is no substantial evidence that the project
will have a significant adverse effect upon the environment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF AZUSA that the Negative Declaration for the
Project, attached hereto as Exhibit "A" and by this
reference incorporated herein, is hereby certified and
approved and determined that this Negative -Declaration shall
be filed with the County Clerk of the County of Los Angeles.
The City Clerk shall certify to the adoption of
this Resolution.

with eight (8) other municipal utilities in Southern California,.
has been allocated a proportional share of capacity and associated
energy from updating of the generators. The City of Azusa,
therefore, will be a party of this project.

INITIAL STUDY
A copy of the Initial Study for Public Works projects will be available
to the public in the Azusa Public Works Department. A copy of the initial
study for the Planning Department projects will be in the Planning
Department and the Public Library. Comments from the public on the
projects may be made, in writing, to the respective department directors
or at the public hearings for the projects.
Project Description: THIS PROJECT CONSISTS OF A WRITTEN AGREEMENT ONLY.
Pursuant to the Hoover Power Plant Act of 1984, approved on August 17, 1984,
authorized the Secretary of the Interior to increase the capacity
of existing,generating equipment and appurtenances at Hoover Power
Plant. The City of Azusa, along with eight (8) other muni.ci-pal
utilities in Southern California, has been allocated a proportional
share of capacity and associated energy from updating of the
generators. The City of. Azusa, therefore, will be a party of this project.

On the basis of this initial evaluation:
X I find the proposed project COULD NOT have a significant
effect on the environment, and a NEGATIVE DECLARATION
has been prepared and is attached.
I find that although the proposed project could have
a significant effect on the environment, there will not
be a significant.effect in this case because the
mitigation measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATION WILL
BE PREPARED.
I find the proposed project MAY have a significant
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.
