HomeMy WebLinkAboutMinutes - June 7, 1937 - CC (2)1517 CITY HALL, AZUSA, CALIFORNIA. JUNE 7, 1937. 7:30 P. M. The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr, City Attorney and City Clerk. The minutes of the last regular meeting of May 17th and the regular adjourned session of May 24, 1937 were read and approved as read. A communication, signed by Walter Grayson, Chief District Sanitary Inspector, relative to the necessary sanitary inspection before a City license can be issued to any kind of food establishment, was read and ordered placed on file. A communication from the Automobile Club of Southern California, relative to street signs was read. Moved and carried that same be placed on file. City Attorney Miller reported verbally on the petition referred to him, relative to the speed limit in zone west of the Santa Fe tracks on Foothill Boulevard. He stated that Captain Moffit, the Chief of Police and himself recommend the following speed zones: A 25 mile zone from the easterly city limits to Dalton Avenue, a 20 mile zone from Dalton Avenue westerly to Angeleno,Avenue, a 25 mile zone westerly from Angeleno Avenue to Virginia Avenue. Moved by Councilman Chester, seconded by Councilman Strohmeier that this report be accepted. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. A communication from M. E. Grant, relative to the Garbage Contract was read and ordered placed on file. A communication from Fred Frye Building Inspector, relative to property owned by Mrs. Avenue, was read. I an improvement on Ten Eyck at 921 Sunset Moved by Councilman Strohmeier, seconded by Councilman Arnold that the City Clerk be instructed to write Mrs. Ten Eyck that unless the order of the Health Officer and Building Inspector is not complied with within two weeks time, the matter will again be presented to the Council for determination as to whether or not the building shall be torn down. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Mr. M. R. Bowen, City Engineer of Whittier presented a Resolution adopted by a committee composed of city officials of the various cities requesting the Board of Supervisors to allocate moneys, accuring to the County of Los Angeles from motor vehicle license fees and fuel taxes, to the cities on a Roll call. Minutes approved. Communication on sanitation ordered placed on file. Communication from Automobile Club filed. City Attorney reported on speed zones. Communication relative to garbage contract ordered placed on file. Communication from Building Inspector red. City Clerk instruct- ed to write Mrs. Ten Eyck Resolution present- ed by City Engineer of Whittier. 152 1 11 MINUTES OF THE CITY COUNCIL MEETING. Councilman Chester offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIF- ORNIA, TRANSFERRING THE SUM OF FIVE THOUSAND DOLLARS (5000) FROM THE LIGHT FUND TO THE GENERAL FUND. Moved by Councilmsn Arnold, seconded by Councilman McIntire that this Resolution be adopted as read and numbered Resolution No. 1529. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent; None. Councilman Strokmieier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING AND EMPOWERING THE CITY ENGINEER OF SAID CITY TO SIGN AND FILE AN APPLICATION WITH THE WORKS PROGRESS ADMINISTRATION FOR A PROJECT TO BE KNOW AS °CIVIC CENTER PARK AND NORTHWEST PARK IMPROVEMENTS IN THE CITY OF AZUSA." Moved by Counilman Arnold, seconded by ' Councilman Strohmeier that this Resolution be adopted as read and numbered Resolution No. 1530. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr, Noes: None. Absent: None. Moved by Councilman Arnold, seconded by Councilman Strohmeier that the following business men be awarded the city business for the month of June: Doctor - Dr. Cook First Aid, Etc. - Richter's Drug Store Garage - C. M. Singleton Garage Grease Jobs - Standard Oil Station Restaurant - Bennie's Lunch Lumber - Williams Lumber Yard Tires - C. H. Howard Hardware - Spriggs Brothers Hardware Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr, Noes: None. Absent: None. ' The City Clerk announced that she had received two bids in answer to the notice calling for bids for an electric water cooler. Moved by Councilman Arnold, seconded by Councilman Strohmeier that the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. MOORE MACHINERY COMPANY 153_: 7:30 P. M. RESOLUTION NO. ADOPTED 1529 RESOLUTION NO. 1530 ADOPTED. Business men awarded city business Two bids received on water coolers. We will furnish and place in operation our water cooler for the City of Azusa for a net cash price of $148.00, plus tax that might be applicable. 154 MINUTES OF THE CITY COUNCIL"MEETING. We will install complete with necessary water and electrical connections One (1) #/ P -2-A Frigidaire water cooler carrying a warranty of five years protection against service expense on the'Frigidaire mechanical unit for the sum of Ninty-five (095) dollars. Moved by Councilman Arnold, seconded by Councilman Strohmeier that the bid be Calvert Electric awarded to the Calvert Electric Shop. Shop awarded bid Carried by the following vote of the Council: on cooler. Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Councilman Chester offered an Ordinance entitled: AN ORDINANCE AMENDING SECTION 6 OF ORDINANCE ORDINANCE NO. 327 NO. 294 OF THE CITY OF AZUSA ENTITLED " AN ADOPTED. ORDINANCE PROVIDING FOR THE ESTABLISHMENT IN THE CITY OF AZUSA, CALIFORNIA, OF FOUR ZONES, CONSISTING OF VARIOUS DISTRICTS AND PRE- SCRIBING THE CLASSES OF BUILDINGS, STRUCTURES AND IMPROVEMENTS IN SAID SEVERAL ZONES AND THE USES THEREOF, AND PRESCRIBING THE PENALTY FOR VIOLATION OF THE PROVISIONS THEREOF" ADOPTED AUGUST 3, 19313 AND BY ADDING THERETO A NEW SECTION ENTITLED SECTION 6-C. to be placed upon its second reading. It was unanimously agreed that the reading of the title of Ordinance No. 327 be sufficient. ' The title was then read. Moved by Councilman Strohmeier, seconded by Councilman Arnold that this Ordinance be adopted as read and numbered Ordinance No. 327. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Mr. Fred Bohm appeared before the Council and Fred Bohm addrssed reported that he wished to withdraw his the Council. application to operate a hog and chicken ranch within the -city limits of Azusa and had arranged to operate this project under a Los Angeles County permit outside of the city limits, west of Irwindale Avenue. Mr. Bohm reported that his ranch was to be operated on an entirely new plan that there would be no odor or flies or any objectionable feature whatsoever and only grain would be fed. The Council granted the request for with- drawal of Mr. Bohm's application for a permit. Councilman Chester stated in open meeting that Councilman Chester ' he wouldoppose the location of a hog ranch opposed location of within five miles of the city limits of Azusa. hog ranch. Mr. Bohm was informed by the Council that the City of Azusa would object to any operation of a hog ranch within or without which would cause injury or damage to the City of Azusa or its citizens or property owners. Mr. John Lund appeared before the Council Mr. Lund appeared stating that he objected to an order issued before the Council by the Building Inspector whereby a garage and demanded a was demolished. Moved by Councilman Chester, seconded by Councilman Arnold that this matter be referred to the City Council as a Committee of the Whole with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Whereupon the Council sitting as a Committee of the whole, upon investigation, determined ' that the matter of the demolition of said building was a subject of such controversy that, as indicated, it would be best for all concerned if a settlement be made. There- upon it was moved by Councilman Chester, seconded by Councilman McIntire that the Mayor and City Clerk be authorzied to sign a warrant on the General Fund drawn in favor of Margaret Casey Tuttle in the amount of $75.00 in settlement of this matter. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr, Noes: None. Absent: None. Mr. Cornelius Smith appeared before the Council requesting permission to use the Auditorium to put on a benefit performance to finish paying the indebtedness incurred in putting on the May 1st Celebration. No action taken. Thos. L. Munson appeared before the Council and requested a_thirty or.forty.dollar raise ' in salary of the Tax Collector. No action taken. Moved by Councilman Chester, seconded by Councilman Strohmeier that the following requisitions be allowed: 1769 -1770 -1771- 1772 -1773 -1774 -1775-1776-1777-1778-1779- 1780-1781-1782-1783-1784-1785-1786. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Moved by Councilman Chester, seconded by Councilman Arnold that the following bills be allowed and warrants ordered drawn upon the Treasury for the same.
