RESOLUTION NO. 7804
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AN
INITIAL STUDY AND FINDING AND DETERMINING THAT A SUBSEQUENT
ENVIRONMENTAL IMPACT REPORT NEED NOT BE PREPARED FOR THE
PROPOSED SALE OF CERTAIN REAL PROPERTY AND THE PROPOSED DEVELOP-
MENT OF SUCH REAL PROPERTY IN THE AZUSA CENTRAL BUSINESS DISTRICT
REDEVELOPMENT PROJECT.
WHEREAS, the Redevelopment Agency of the City of Azusa (the "Agency") has
prepared an Initial Study of the environmental impact of the proposed Owner Participation
Agreement (the "Agreement") by the Agency with AAJ, Inc. and Starlite Mobile Estates; and
WHEREAS, said Initial Study conforms to the requirements of the California
Environmental Quality Act of 1970 (Public Resources Code, Section 21000 et seq.), the
"Guidelines for the Implementation of the California Environmental Quality Act of 1970", as
amended, adopted by the Secretary for Resources of the State of California, and the
Procedures for Implementation of the California Environmental Quality Act of 1970 adopted
by resolution of the Agency; and
WHEREAS, the Agency has made available copies of said Initial Study for public
review and comment, according to and in the manner as required by law.
NOW, THEREFORE, the City Council of the City of Azusa does resolve as follows:
SECTION 1. The City Council hereby approves and adopts the Initial Study with
respect to the proposed Agreement between the Agency and AAJ, Inc. and Starlite Mobile
Estates.
SECTION 2. The City Council hereby certifies that the information contained in the
Initial Study and in the Final Environmental Impact Report on the project has been reviewed
and considered by the members of the City Council.
SECTION 3. The City Council hereby finds and determines as follows:
(1) No substantial changes are proposed in the Redevelopment Project, or with
respect to the circumstances under which the Project is to be undertaken, which
will require major revisions in the Environmental Impact Report previously
adopted for the Project due to the involvement of new environmental impacts
not covered in said previous Environmental Impact Report;
(2) No Subsequent or Supplement to EIR is necessary or required; and

(3) The proposed action will have no significant effect on the environment, except
as identified and considered in the previous EIR.
ADOPTED AND APPROVED this 21st day of October, 1985.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City
Council of the City of Azusa at a regular meeting thereof, held on the 21st day of
October , 1985, by the following vote of the Council:

5. Identification of Environmental Setting•
The subject site is located on the east side of Azusa Avenue approximately 100
feet north of First Street. Surrounding land uses include motels, gas stations,
office space, and other commercial uses. Residential uses abut to the rear of
the subject property. The subject property is occupied by a recreational vehicle
sales outlet on 16,230 + square feet and a vacant lot on 13,601 + square feet. The
subject site is located in a commercial area and is designated for commercial
development by the City. Azusa Avenue (State Highway 39) is the principal
access to the site.
The characteristics of the Azusa CBD Project Area have previously been
described in the Project EIR certified with adoption of the original
Redevelopment Plan on September 18, 1978.

INITIAL STUDY
A copy of the Initial Study for Public Works projects will be available
to the public in the Azusa Public Works Department. A copy of the initial
study for the Planning Department projects will be in the Planning
Department and the Public Library. Comments from the public on the
projects may be made, in writing, to the respective department directors
or at the public hearings for the projects.

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
lb. Normal overcovering of soil for new development. No significant impacts.
lg. Project EIR indicated some seismic safety risks; however, seismic safety ele-
ment provides adequate mitigation measures to regulate development.
3b. Normal changes to run-off due to paving of site.
6a. Minor increase in noise due to traffic and restaurant activity; impacts should
not exceed those assessed in project EIR and project is located in a commercial
area.
7b. Normal emissions of light and glare.
IV. MITIGATION MEASURES
Describe mitigation measures included in the project, if
any are needed, to avoid potentially significant effects:
No mitigation measures are proposed.
V. DETERMINATION
(To be completed by the Lead Agency)
On the basis of this initial evaluation:
I find the proposed project COULD NOT have a significant
effect on the environment, and a NEGATIVE DECLARATION
has been prepared and is attached.
I find that although the proposed project could have
a significant effect on the environment, there will not
be a significant effect in this case because the
mitigation measures described on an attached sheet have
been added to the project. A NEGATIVEDECLARATIUN WILL
BE PREPARED.
I find the proposed project MAY have a significant
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.

effect on the environment otherthan as identified in the prior
Environmental Impact Report, and there is no additional informa-
tion or data available regarding environmental impacts identified
in said Environmental Impact Report. Therefor a Negative
