HomeMy WebLinkAboutResolution No. 77980 RESOLUTION NO. 7798 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA IN FAVOR OF A COMPREHENSIVE TEST BAN TREATY. WHEREAS, the United States and the Soviet Union are signatories of the 1963 Limited Test Ban Treaty which obligates both nations to "seeking to achieve the discontinuance of all test explosions of nuclear weapons for all time", and WHEREAS, the United States and the Soviet Union are signatories of the 1968 Nuclear Non-proliferation Treaty wherein both nations promised to pursue nuclear disarmament in return for agreement by the non-nuclear signatories to forgo development of nuclear weapons, and WHEREAS, the United States and the Soviet Union signed the Limited Test Ban Treaty of 1963 within two months after President Kennedy announced a unilateral moratorium on nuclear test, and WHEREAS, the Soviet General Secretary has announced that the Soviet Union is halting all nuclear testing between August 6 and January 1, 1986, and that they will continue the test ban as long as the United States participates in it, as a prelude to negotiations leading to a Comprehensive Test Ban Treaty, and WHEREAS, it is the sense of this Council that halting testing of nuclear weapons by both countries is a crucial first step toward ending the arms race between the Soviet Union and the United States and that ending this arms race is a prerequisite to restora- tion of a healthy economy and improvement of the security of the citizens of Azusa, as well as the other citizens of both countries: NOW, THEREFORE, -BE IT"RESOLVED BY THE"CITY COUNCIL OF THE CITY OF AZUSA AS FOLLOWS: SECTION 1. The Council urges President Reagan and the government of the United States: a. To agree to cease immediately the testing of all nuclear warheads, providing the Soviets do not resume such testing. b. To enter into negotiations at once with the Soviet Union on a treaty banning the testing of all nuclear weapons by both countries for all time. SECTION 2. The Council orders that copies of this Resolution be forwarded to U.S. President Ronald Reagan, Soviet General Secretary Mikhail Gorbachev, U.S. Senators Alan Cranston and Pete Wilson and Congressperson Matthew G. Martinez. SECTION 3. The City Clerk shall certify to the adoption of this resolution. 1985.
