HomeMy WebLinkAboutResolution No. 77910 6 RESOLUTION NO. 7791 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ESTABLISHING A PART-TIME POSITION OF PERSONNEL OFFICER AND ADOPTING A REVISED CLASS SPECIFICATIONS THEREFOR; ESTABLISHING A NEW POSITION OF PERSONNEL ASSISTANT AND ADOPTING A CLASS SPECIFICATIONS THEREFOR; AND ESTABLISHING SALARIES FOR BOTH POSITIONS WHEREAS, the Personnel Board met in formal session and discussed the modification of Personnel Officer from a full-time to part-time position; and WHEREAS, the Personnel Board further considered the creation of a position of Personnel Assistant; and WHEREAS, at its meeting of September 24, 1985, the Personnel Board unanimously approved the modification of Personnel Officer to a one-quarter time position and combining it with a three-quarter time position of Personnel Assistant, as permitted by Municipal Code Section No. 2.28.060. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The class specifications for Personnel Officer and Personnel Assistant are hereby adopted in their entirety in accordance with Exhibits "A" and "B" attached and incorporated herein by reference. SECTION 2. The position of Personnel Officer is reduced from full-time to one-quarter time, and the salary therefor is established at five hundred dollars ($500) per month. SECTION 3. A new position of Personnel Assistant is established in the Human Resources budget at three-quarter of the full-time equivalent position, and the salary range assigned to this position is 174 ($1693.32 - $2O58.82;per month) and is to be pro -rated accordingly. ADOPTED AND APPROVED THIS 30th day of September, 1985. SUPERVISION RECEIVED AND EXCERCISED General direction is provided by the Personnel Board. Indirect supervision may be provided by the City Administrator and/or Human Resources Manager. EXAMPLES OF DUTIES - Duties may include, but not be limited to the following: Act as custodian of record of all personnel records; receive all notices, requests for hearings, complaints and other official documents on behalf of the Personnel Board. Attend all meetings of the Personnel Board to present information, and prepare an official record. Prepare rules and amendments thereof for the consideration of the Personnel Board. Prepare a position classification plan and class specifications and revisions thereof for consideration of, and under the direction of the Personnel Board. Perform related duties as assigned. QUALIFICATIONS Knowledge of• Record keeping and files management systems; Rules and normal conduct of public agency advisory groups; Basic principles and methods of position classification and construction of class specifications. Ability to• Communicate clearly and consisely, orally and in writing; Establish and maintain effective working relationships with officials, other employees, and the public; Typing: 45 wpm Page 1 of 2 • CITY OF AZUSA PERSONNEL'OFFICEF. Experience and Education: 11 Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience• Two (2) years of full-time office experience which included record keeping and files management. Education• Equivalent to graduation from high school, preferably supplemented by coursework in public administration, industrial relations or related subjects. Page 2 of 2 • CITY OF AZUSA PERSONNEL ASSISTANT (Exhibit B) • Date adopted: To perform technical and paraprofessional staff assistance in various aspects of work associated with Human Resources/Personnel administration; perform varied and responsible office support and clerical work; and to do related work as required. DISTINGUISHING CHARACTERISTICS This is a single -position classification assigned to the City's Human Resources program. The incumbent is expected to relieve management staff of the more routine administrative assignments and to perform and carry out technical Human Resources/Personnel assignments. Office support and cleri- cal work assignments are also expected to be carried out as assigned. The incumbent will normally perform his or her work assignments within established policies and procedural guidelines. SUPERVISION RECEIVED AND EXERCISED General supervision is provided by the management employee assigned to be responsible for the Human Resources/Personnel administration program of the city. The incumbent, when assigned, will exercise indirect and/or direct supervision of the clerical staff. EXAMPLE OF DUTIES - Duties may include, but are not limited to the following: Assists in the development and logistical arrangements for written tests, oral interview exams, performance tests and other types of candidate evaluation methods. Administers tests and exams, scores tests and exams, and notifies candidates of their respective status during the various phases of the selection (or examination) process; Prepares job announcements and classified "Help Wanted" advertisements; and has them printed or scheduled for the appropriate media; Conducts orientation of new employees; and conducts exit interviews; Assists in the development and maintenance of the city's Affirmative Action plan and the preparation of the annual "EEO -4" report. Assists in the administration of the city's Workers' Compensation and Unemployment Insurance programs. Composes and types correspondence, job announcements, routine reports and letters, and other routine documents related to Human Resources/Personnel activities; Participates in and conducts a variety of salary and employee compensation surveys; Responds to a variety of inquiries, surveys, and inquiries concerning Human Resources/Personnel functions; Replies to inquiries pertaining to applications for employment; Page 1 of 3 U CITY OF AZUSA PERSONNEL ASSISTANT Assists in the maintenance of Human Resources/Personnel records; Prepares and maintains periodic reports pertaining to various federal and state requirements; prepares routine statistical reports; and completes year-to-date summaries. Assists in coordinating various activities associated with the Human Resources/Personnel functions with other city departments and outside agencies. QUALIFICATIONS Knowledge of: Federal and state laws, rules, and regulations regarding personnel administration including recruitment and selection, employee relations, Affirmative Action/Equal Employment laws and practices, Workers' Compensation, Unemployment Insurance, safety, and current trends. Basic principles and practices of Human Resources/Personnel administration. Basic methods and techniques applicable to research, report preparation and statistical analyses. Basic principles and practices of Workers' Compensation and Unemployment Insurance programs. Ability to Work cooperatively with executive and middle management employees, other employees, and co-workers. Communicate clearly and concisely, both orally and in writing. Analyse, interpret and report research findings. Plan, coordinate and organize work assignments in order to meet deadlines. Operate standard office machines, including calculators, word processors, and typewriters. Post data and make decisions in procedural matters without immediate supervision. Prepare and maintain accurate and complete reports and records. Education and Experience Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be; Page 2 of 3 0 CITY OF AZUSA PERSONNEL ASSISTANT Education• 0 Equivalent to completion of sixty (60) semester or equivalent quarter units from an accredited university or college in Human Resources, Personnel Administration, Business Administration, Public Administration, Psychology, Political Science or closely related field of academic subject matter. Experience Three (3) years of full-time, increasingly responsible clerical and/or technical work which principally involves Human Resources/Personnel administration. License Possession of a valid Class 3 driver's license issued by the California Department of Motor Vehicles. Page 3 of 3
