The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Roll call. Strohmeier, McIntire, Arnold, Chester, Carr, City Attorney and City Clerk. The minutes of the last regular meeting Minutes approved. of June 7, 1937, were read and approved as read. ' A communication from the Secretary of the Communication from City Planning Commission relative to City Planning Leland S. Poage's request to re -zone a Commission relative portion of Lot 47 of Subdivision No. 29 to Leland Poage's Azusa Land and Water Company from a request, read and residential zone to a heavy industrial ordered placed on zone, was read, file. Moved by Councilman Strohmeier, seconded by Councilman Arnold that same be accepted and placed on file. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. An invitation to the League dinner was read League dinner. and ordered placed on file. Bulletin #16 of the League of California Bulletin #16 read. Municipalities was read and ordered placed on file. Mr. L. M. Zinor requested the use of the L. M. Zinor's ' Auditorium on June 27, July 6 and July 13th request to use to hold public lectures on the bible. auditorium granted. Moved by Councilman Strohmeier, seconded by Councilman McIntire that permission be granted Mr. Zinor to use the auditorium, provided the customary janitor fee is paid. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, g Arnold, Chester, Carr Noes: None. Absent.: None. A communication from Mary M. De Shields, Communication from thanking the City Council on behalf of the Mary M. De Shields "Old Timers Picnic Association", for the use read and ordered of the city park for their annual meeting, placed on file. was read and ordered placed on file. A communication from J. C. Muehe, relative J. C. Muehe to to the expiration date of Public Liability renew policy on policy in the amount of $lo,000, and $20,000. swimming pool. covering the swimming pool, was read. Moved by Councilman Arnold, seconded by Councilman Strohmeier that the City Clerk ' be instructed to advise Mr. Muehe to renew this policy. Mayor Carr offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY RESOLUTION NO. 1531 OF AZUSA PROCLAIMING A STATE OF COURTESY ADOPTED. WITHIN THE CITY OF AZUSA IN WHICH OUR RESIDENTS ARE REQUESTED TO SHOW THE TOURIST HOSPITALITY AND COURTESY. 162 1 MINUTES OF THE CITY COUNCIL MEETING. 163 JUNE 21, 1937. 7:30 P. M. Moved by Councilman Arnold, seconded by Council- man Strohmeier that this Resolution be adopted as read and numbered Resolution No. 1531. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. A communication from the Railroad Commission of the State of California was read and ' ordered placed on file. Councilman Chester offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DETERMINING THAT THE PUBLIC NECESSITY AND CONVENIENCE REQUIRE THAT CERTAIN STREETS WITHIN SAID CITY BE IM- PROVED, AND REQUESTING THE BOARD OF SUPER- VISORS OF LOS ANGELES COUNTY TO APPROPRIATE FUNDS WITH WHICH TO IMPROVE SAID STREETS. Moved by Councilman Arnold, seconded by Councilman Chester that this Resolution be adopted as read and numbered Resolution No. 1532. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Dr. Sandoval addressed the Council relative to the Mexican play ground, requesting the City to aid in keeping the grounds well ' watered in order to settle the dust and to install flood lights so that the play ground activity could be carried on at night. He stated that the WPA will supply supervision and instruction for this particular play ground. Dr. Sandoval seemed to feel that this project is worth while as they are endeavoring to build better citizens with wholesome recreation and health instruction. Councilman Chester informed the Council that the property mentioned by Dr. Sandoval is owned by the Los Angeles County Health Department and that there are certain restrictions in the deed whereby it would be impossible for the City to make any improvements on this property without first obtaining written permission to change certain restrictions. Moved by Councilman Chester, seconded by Councilman Arnold that the matter of installing a water meter on Los Angeles County property, for the use of the Mexican play ground, be referred to the Board of Public Works, with power to act, after permission has been granted by the County Health Department and the Board served with such written notice. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Councilman Chester also reported that he had investigated the matter of the $1800, state- ment to the City of Azusa rendered by the Los Angeles County Health Department for services. He learned that some action must be taken on the part of the City Council as this item remains open on the County Records. Communication read and ordered placed on file. RESOLUTION NO.1532 ADOPTED. Dr. Sandoval addressed the Coun- cil. Councilman Chester reported on County. Matter of install- ing light and water for the Mexican play ground referre to the Board of Public Works with power to act. Health services. IMF MINUTES OF THE CITY COUNCIL MEETING. 165. JUNE 21, 1937. 7:30 P. M. Councilman Chester reported on the meeting of the Los Angeles County Board of Super- visors where the matter of transferring some two million dollars from the gas tax allocation to repay money borrowed from the State to carry on relief work, was discussed. Councilman Chester stated that 26 cities were represented and 18 were not. For this reason they agreed to hold another meeting at a later date when every city in the County is to be represented. All those present voiced ' their opinion as being opposed to the gasoline tax moneys being used for any other purpose than that for which the fund was originally intended, namely the improvement of streets. City Attorney Miller reported that the City of Azusa is required to pay $75. and take a release in the matter of demolition of a garage owned by Kathryn Casey Tuttle, he also stated that Fred Frye, Building Inspector, requested the City to pay A. J. Stevens, the man who demolished a part of the building, $60. for his labor. Moved by Councilman Arnold, seconded by Councilman McIntire that Councilman Strohmeier be appointed a committee of one, with power to act, to adjust with A. J. Stevens, a claim for labor in tearing down the Tuttle garage_ License Collector Paul Smith addressed the Council requesting a vicious dog ordinance be drawn. He claimed he had no authority to impound a dog that becomes a nuisance. ' Moved by Councilman Strohmeier, seconded by Councilman Chester that the following requisitions be allowed: 1787 -1788 -1789 -1790-1791-1792-1793-1794-1795- 1796-1797-1798-1799-1800-1801 Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Moved by Councilman Arnold, seconded by Councilman McIntire, that the following bills be allowed and warrants ordered drawn upon the Treasury for the same.
