HomeMy WebLinkAboutResolution No. 78760 0 RESOLUTION NO. 7876 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING THE FINAL STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES AND SELECTING PROJECTS FOR FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 1986/87 AND REPROGRAMMING UNEXPENDED CDBG FUNDS WHEREAS, the City of Azusa is participating under the County of Los Angeles Urban County Community Development Block Grant Program; and WHEREAS, the City Staff has considered and evaluated projects and programs fulfilling important community needs; and WHEREAS, the City conducted a public hearing to receive public testimony on the City's community development needs and to recommend projects for funding; and WHEREAS, the City Council has heard public testimony and received public input regarding the City's Community Development Block Grant Program for the 1986-87 program year. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Azusa does hereby take the following actions: A. Approve the Proposed Statement of Community Development Objectives and Projected Use of 12th Year CDBG Funds attached hereto as Exhibit A and direct staff to publish said statement. B. Reprogram unexpended funds totaling $66,657 from completed projects to the Commercial Rehabilitation Project. PASSED AND APPROVED this 3rd day of February, 1986. On February 3, 1986, the Azusa City Council approved an application for the following projects: Project Name Location Description Amount 1. Handyman Program Citywide Provides free labor and $ 30,000 materials for housing construction services to low/moderate households. Program objective of 21 households served. 2. Housing Citywide Provides low-interest $150,000 Rehabilitation and deferred loans to low/mod households for housing rehabilitation. 3. Commercial Azusa CBD Provide low interest $ 70,888 Rehabilitation Redevelopment loans or grants for Project Area structural repairs or C.T. 4043, 4044 facade improvements to downtown commercial businesses. 4. Administration N/A General Program $ 27,800 Administration Total $278,688 The City of Azusa also proposes to reprogram $66,657 from existing closed -out projects to the following project: 0 6 Project Name Location Description 5. Commercial Azusa CBD Provide low interest Rehabilitation Redevelopment loans or grants for Project Area structural repairs or C.T. 4043, 4044 facade improvements to downtown commercial businesses. Amount $ 66,657 The City of Azusa does not anticipate displacement of either residences and businesses as a result of this Program. The City will comply with all applicable federal, state, and local regulations and policies governing displacement if it becomes necessary. The City of Azusa proposes to spend 71.7 percent of its Twelfth Year CDBG Funds for the benefit of low- and moderate -income persons. The complete program file is available for public review in the office of the City Administrator, 213 East Foothill Boulevard. The City encourages citizen input, verbal or written, and will consider all comments prior to submission of the final project agreements on or about April 30, 1986.
