HomeMy WebLinkAboutResolution No. 7857RESOLUTION NO. 7857 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR ZONE CHANGE CASE NO. Z-247. WHEREAS, an Initial Study of Environmental Impact and a Negative Declaration have been prepared for Zone Change Case No. Z-247, to rezone property located at 861 and 831 S. Lark Ellen Avenue from P (Parking) to C2, (Restrictive Commercial) for a small shopping center (hereinafter "Project") in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines; WHEREAS, a duly -noticed public hearing was held by the Planning Commission for the City of Azusa on the 6th day of November, 1985, and the City Council of the City of Azusa on the 76 h day of Decembers 1985, at which times evidence was heard on the proposed Project and the Negative Declaration; WHEREAS, prior to approving the Project the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative Declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process, there is no substantial evidence that the project will have a significant adverse effect upon the environment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA that the Negative Declaration for the Project, attached hereto as Exhibit "A" and by this reference incorporated herein, is hereby certified and approved and determined that this Negative Declaration shall be filed with the County Clerk of the County of Los Angeles. The City Clerk shall certify to the adoption of this Resolution. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. New light from signs and parking lot will be a result of proposed commercial development, but will not affect any surrounding residential areas. 8a). Currently vacant site is proposed for development as a small commercial shopping center. 8b). Zone Change Case No. Z-247 is to make this commercial center compatible with zoning and land use controls. 13a).The Shopping Center will add 16,890 square feet of commercial existing circulation system can adequately handle. 13b).The Shopping Center will create a need for 78 new parking spaces which will be provided on site. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: None Required V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project.
