HomeMy WebLinkAboutResolution No. 78480 0 RESOLUTION NO. 7848 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR GENERAL PLAN AMENDMENT NO. 85-5 WHEREAS, an Initial Study of Environmental Impact and a Negative Declaration have been prepared for General Plan Amendment No 85-5, Amendment of Section XI of the Historic Preservation element of the General Plan of the City of Azusa to include the Gladstone House presently located at 960 E. Gaillard Street in the prioritized list of sites within the City of Azusa (hereinafter "Project") in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines; WHEREAS, a duly -noticed public hearing was held by the Planning Commission for the City of Azusa on the 6th day of November, 1985, and the City Council of the City of Azusa on the day of , 198 , at which times evidence was heard on the proposed Project and the Negative Declaration; WHEREAS, prior to approving the Project the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative Declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process, there is no substantial evidence that the project will have a significant adverse effect upon the environment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA that the Negative Declaration for the Project, attached hereto as Exhibit "A" and by this reference incorporated herein, is hereby certified and approved and determined that this Negative Declaration shall be filed with the County Clerk of the County of Los Angeles. The City Clerk shall certify to the adoption of this Resolution. Identification of Environmental Setting: Urban Residential -1- CITY OF AZUSA ASSESSMENT OF ENVIRONMENTAL IMPACT REPORT INITIAL STUDY • A copy of the Initial Study for Public Works projects will be available to the public in the Azusa Public Works Department. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. Project Description: General Plan Amendment No. 85-5, amendment to the Historical Preservation Element of the Azusa General Plan. II. Amendment of the Historical Preservation Element of the Azusa General Plan to designate a house at 960 E. Gaillard Street as a historical site will result in the relocation and restoration of the house for utilization as a museum. IV. MITIGATION MEASURES Describe mitigation measures included in the project, it any are needed, to avoid potentially significant effects: None required. V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. • I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required.
