RESOLUTION NO. 8013
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA CERTIFYING THE FINAL ENVIRONMENTAL
IMPACT REPORT FOR THE MULTIFAMILY RESIDENTIAL
DEVELOPMENT AT 1151 WEST ARROW HIGHWAY FOR
VARIANCE V-885, ZONE CHANGE Z-248 AND
GENERAL PLAN AMENDMENT NO. 86-2
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
hereby finds, determines and declares that:
A. An application has been made by
Mr. Barry A. Cottle on behalf of R.C. Hobbs
Development Corporation/Century American Corpora-
tion for Variance V-885, Zone Change Z-248 and
General Plan Amendment No. 86-2 in connection
with the proposed multifamily residential develop-
ment to be located at 1151 West Arrow Highway
in the City of Azusa (hereinafter "Project").
B. A Draft Environmental Impact Report for the
Project was prepared in accordance with the
requirements of the California Environmental
Quality Act and the CEQA Guidelines. Following
public comment on said draft a Final Environmental
Impact Report for the Project was also prepared
in accordance with the requirements of the
California Environmental Quality Act and the
CEQA Guidelines.
C. The Final Environmental Impact Report for the
Project was presented to the City Council of the
City of Azusa and the Council reviewed and con-
sidered the information contained therein prior
to approving the Project.
SECTION 2. The Final Environmental Impact Report for
the Project has identified the following significant effects,
but in response to each significant effect so identified, the
Project has been altered to avoid or substantially lessen the
effect as set forth in the report and as summarized below:
A. Air Quality. The proposed Project will
generate incremental impacts to local and
regional air quality. Because of the small
size of the proposed Project, the magnitude
of impacts is not significantly adverse
according to the Air Quality Management District.
Nonetheless, certain mitigation measures relat-
ing to construction and stationary emissions
were imposed.
B. Soils and Geology. The site of the Project
may be subject to ground shaking during a
seismic event. Conformance with the standards
and regulations of the Uniform Building Code,
as implemented by the City of Azusa, will
mitigate the impact of a seismic event through
engineering design.

C. Hydrology. The proposed Project will
increase surface runoff and reduce permeable
surfaces. The Project's drainage plan will
be subject to the approval of the City
Engineer and the Los Angeles County Flood
Control District and any potential adverse
impacts can be both identified and mitigated
through this review process.
D. Biota. The construction of the proposed
Project will not disturb any areas of natural
habitat. No adverse impacts are expected
following Project construction and complete
development.
E. Cultural Resources. The proposed Project
is not expected to impact any unique cultural
resources, prehistoric or historic.
F. Traffic. The proposed Project will
generate 800 daily vehicle trips, 75 of which
will occur during the evening peak hour. After
Project completion, all roadways in the vicinity
will continue to operate at Level of Service B
or better. The proposed Project will have no
adverse impact on the carrying capacity of the
surrounding roadway system. For operational
safety, the report recommends that the west
access be restricted to right turns only, and
that landscaping and signs be limited to
36 inches in height within 25 feet of Project
driveways.
G. Noise. Temporary noise impacts from con-
struction equipment on the neighboring land
uses may exist. These impacts can be mitigated
by limited construction activities to weekdays
from the hours of 7:00 a.m. through 7:00 p.m.,
or by compliance with the City's noise ordinance.
H. Land Use. The proposed Project will increase
land use intensity at the Project site. The
proposed use is compatible with the surrounding
area and there is adequate infrastructure to
meet increased service demands. The construc-
tion of carports rather than garages may
increase security problems according to the
Police Department. This potential problem can
be mitigated by the installation of security
gates as the Project proposes.
I. Public Services and Utilities. There is
adequate capacity in the public service and
utilities to meet the needs generated by the
Project. There will be no adverse impacts to
existing services and facilities. Police
service demands can be reduced through the
installation of security gates and the provi-
sion of building identification in highly
visible areas.

SECTION 3. Based upon the above facts and findings,
the City Council of the City of Azusa does hereby certify the
Final Environmental Impact Report for the Project. The Director
of Community Development is hereby directed to file a Notice of
Determination as required by CEQA and the CEQA Guidelines.
SECTION 4. The City Clerk shall certify to the passage
of this Resolution.

I HEREBY CERTIFY that the foregoing Resolution was
duly adopted by the City Council of the City of Azusa, at a
regular meeting thereof, held on the 21st day of April
1986, by the following vote of the Council:
