HomeMy WebLinkAboutResolution No. 80040 0 RESOLUTION NO. 8004 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR A GENERAL PLAN AMENDMENT REMOVING VERNON AVENUE BETWEEN FIRST AND GLADSTONE STREETS AS A DESIGNATED TRUCK ROUTE WHEREAS, an Initial Study of Environmental Impact and a Negative Declaration have been prepared for an amendment of the General Plan Circulation Element to remove Vernon Avenue between First and Gladstone Streets as a designated truck route (hereinafter "Project") in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines; WHEREAS, a duly -noticed public hearing was held by the Planning Commission for the City of Azusa on the 5th day of February, 1986, and the City Council of the City of Azusa on the 17th day of March, 1986, at which times evidence was heard on the proposed Project and the Negative Declaration; WHEREAS, prior to approving the Project the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative Declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process, there is no substantial evidence that the project will have a significant adverse effect upon the environment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA that the Negative Declaration for the Project, attached hereto as Exhibit "A" and by this reference incorporated herein, is hereby certified and approved and determined that this Negative,Declaration shall be filed with the County Clerk of the County of Los Angeles. The City Clerk shall certify to the adoption of this Resolution. 1986. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. Project Description: General Plan Amendment No. 86-1, amendment to the Circulation Element to delete a portion of Vernon avenue as a designated truck route. II. DISCUSSION OF ENVIRONMENTAL EVALUATION Deletion of this portion of Vernon Avenue, (See Exhibit "A"), as a designated truck route will remove truck traffic from a residential neighborhood, but will increase truck traffic on several other streets. This additionaltruck traffic would create additional congestion at several other intersections in Azusa, creating potential traffic hazards. At this time, the capacity of these intersections do not appear to be adequate to handle the increase in traffic. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: If Vernon Avenue is deleted as a truck route, traffic studies would be required to determine the full effects of the additional traffic on other major arterials. Improvements to these intersections may be required to alleviate potential traffic congestion. V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been prepared and is attached. X I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION MILL BE PREPARED. I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required.
