RESOLUTION NO. 8076
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA AMENDING RESOLUTION NO. 8071 AND
IMPOSING CERTAIN ADDITIONAL ENVIRONMENTAL
MITIGATION MEASURES ON THE DEVELOPMENT OF
PROPERTY KNOWN AS 601 EAST EIGHTH STREET,
AZUSA, CALIFORNIA
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa does
hereby find, determine and declare that:
A. On July 7, 1986, the City Council held a public
hearing for a proposed zone change on the subject
property located at 601 East Eighth Street, Azusa,
from C-3 (general commercial) to R -3c (multifamily
residential).
B. After hearing testimony from the interested
parties, the City Council of the City of Azusa
adopted Resolution No. 8071 approving and
certifying a negative declaration pursuant to the
provisions of the California Environmental Quality
Act for the zone change and anticipated multifamily
residential housing project. Said negative declara-
tion included certain mitigation measures to be
implemented as part of residential development of
the subject property to avoid potentially signifi-
cant effects from such development.
C. After further public testimony and consideration,
the City Council finds and determines that further
clarification of such mitigation measures is required
to avoid significant effects upon development of the
site for multifamily residential housing and to assure
citizens in the surrounding area that potential signi-
ficant effects will be properly mitigated.
SECTION 2. The City Council of the City of Azusa hereby
amends and modifies Resolution No. 8071 to provide that in addi-
tion to the mitigation measures set forth in Section IV of the
Negative Declaration, the following measures shall be implemented
as part of any residential project which may be developed on the
subject property:
A. Installation of a traffic signal, four-way
stop signs, crossing guard, or such other traffic
control measures as are warranted under Caltrans
traffic warrants for the intersection of
Eighth Street and Pasadena Avenue;
B. Imposition of parking restrictions on
Eighth Street east of Pasadena Avenue to the cul de sac
as are necessary to eliminate congestion and visual
barriers on Eighth Street;

C. City enforcement of "Memorandum of Under-
standing" dated July 18, 1983, between the City
of Azusa and Edwards Theaters, Inc., requiring
Edwards to obtain replacement parking at another
site for its swap meet if the subject property
becomes unavailable for parking. Replacement
parking shall be available on or before the
start of construction of a residential development
project on the subject property;
D. The City Council shall review the precise plan
of design for any residential project on the
subject property at a noticed public hearing to
insure compliance with the mitigation measures
described in the negative declaration and this
resolution.
E. The project shall have access from Foothill
Boulevard and not from Eighth Street, and that
Eighth Street shall have a cul-de-sac on the
western edge of the property.
SECTION 3. The City Clerk shall certify the adoption
of this resolution.
PASSED, APPROVED AND ADOPTED this 21st day of July,
