HomeMy WebLinkAboutResolution No. 80710 0 RESOLUTION NO. 8071 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR ZONE CHANGE CASE Z-249 FOR PROPERTY LOCATED AT 601 E. EIGHTH ST., AZUSA WHEREAS, an Initial Study of Environmental Impact and a Negative Declaration have been prepared for Zone Change Case Z-249 for property located at 601 E. Eighth St., Azusa (hereinafter "Project") in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines; WHEREAS, a duly -noticed public hearing was held by the Planning Commission for the City of Azusa on the 7th day of July, 1986, and the City Council of the City of Azusa on the 7th day of July, 1986, at which times evidence was heard on the proposed Project and the Negative Declaration; WHEREAS, prior to approving the Project the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative Declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process, there is no substantial evidence that the Project will have a significant adverse effect upon the environment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA that the Negative Declaration for the Project, attached hereto as Exhibit "A" and by this reference incorporated herein, is hereby certified and approved and determined that this Negative Declaration shall be filed with the County Clerk of the County of Los Angeles. The City Clerk shall certify to the adoption of this Resolution. ADOPTED AND APPROVED THIS 7th day, of,July, 1986. DISCUSSION OF ENVIRONMENTAL EVALUATION YES MAYBE NO x Zone Change 2-249 is being requested to bring the Zoning of this property into conformance with the Land Use Designation and the proposed use. The project has potential noise and traffic constraints but project design and street improvements can mitigate these problems. There are no site specific constraints to develop- ment other than the need for improved storm drain and water systems in the area. Potential conflicts with the commercial uses to the south and east can be minimized by proper structure orientation, use of visual buffers and appropriate ingress and egress design. All required parking requirements will be accommodated on site. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: 1. Adequate setbacks and noise attenuation structures to ensure acceptable noise levels in units near the railroad tracks. 2. Preparation of a detailed traffic study containing recommendations for potential roadway improvements necessary to ensure adequate emergency access and minimize ingress/egress conflicts with adjoining uses. 3. Verification of sewer capacity availability. 4. Installation of storm drains needed to serve the project. 5. Incorporation of recreational amenities in project design. 6. Upgrade of existing water delivery system. DETERMINATION (To be completed by the Lead Agency) onthebasis of this initial evaluation: I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been prepared and is attached. ! 1 find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECL,ARATIUN WILL BE PREPARED. I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL I11PACT REPORT is required.
