The City Council of the City of Azusa net in regular session at the above time and place. Present at roll•call: Councilmen: Roll call. Strohmeier, McIntire, Arnold, Chester, Carr, City Attorney and City Clerk. The minutes of the last regular meeting of Minutes approved. July 19th and the adjourned session of July 20, 1937 were read and approved as read. A communication from the Secretary of the Communication read. League of California Municipalities relative to Bill HR -7186 (Amendment of Public Deposit Act) was read. Moved by Councilman Arnold, seconded by Councilman Chester and duly carried that the City Clerk be instructed to wire Congressman Voorhis requesting him to support the bill. A communication from the State Board of Equalization relative to the application Communication read made by M. F. Moya for an "on sale" beer and ordered placed and wine license, was read, on file. Moved and carried that same be placed on file. A communication from C. H. Hohn, Captain, Corps of Engineers Supervisor, Operations Communication read Division, relative to WPA Projects in and and referred to the near Azusa, was read. City Engineer. ' Moved by Councilman Arnold, seconded by Councilman Chester that this Communication be referred to City Engineer Kressly. Moved by Councilman Strohmeier, seconded by Councilman Arnold that the City Council suggest the City Planning Commission make arrangements for a meeting to be held in the City Auditorium, September 8, 1937 at 7:30 P. M., by sending out the necessary notices and data connected therewith, so that all sides may be heard. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. L4oved by Councilman Strohmeier, seconded by Councilman Arnold that the Council accept the recommendation of the Planning Commission in denying Mr. Earl R. Leigh, City Clerk City of Pomona of Pomona, requesting permission to hang a granted permission metal banner across Foothill Boulevard, to hang banner. advertising the Los Angeles County Fair, was read. Moved by Councilman Arnold, seconded by Councilman Chester that same be granted providing no objection is offered by the State Highway Commission. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Ivioved by Councilman McIntire, seconded by Councilman Strohmeier that the City Treasurer be authorized to pay coupon No. 61, Bond No. 37, amount $8.25. Moved by Councilman Chester, seconded by Councilman Arnold that the Mayor and City Clerk be authorized to sign an agreement for the purchase of asphaltic concrete (pre -mix), rock, sand and gravel, between the City of Azusa and the Pacific Rock and Gravel Company. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Councilman Strohmeier offered a Resolution entitled: ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA TRANSFERRING THE SUM OF THREE THOUSAND OTTE HUNDRED AND SEVEN DOLLARS AND FIFTY-NINE CENTS (3,107.59) FROM THE DEFICIENCY FUND TO THE SERIES ACCOUNT. Moved by Councilman Strohmeier, seconded by Councilman McIntire that this Resolution be adopted as read and numbered Resolution No. 1536. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. City Treasurer authorized to pay coupon. Agreement between the City of Azusa and the Pacific Rock and Sand to be signed by Mayor. RESOLUTION NO. 1536 ADOPTED. 194 L MINUTES OF THE CITY COUNCIL. AUGUST 2, 1937. 7:30 P. M. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA TRANSFERRING THE SUM OF SIX HUNDRED DOLLARS ($600.) FROM THE ELECTRIC LIGHT RESERVE FUND TO THE WATER BOND FUND 1901; TRANSFERRING THE SUM OF FOUR HUNDRED DOLLARS ($$400.) FROM THE ELECTRIC LIGHT RESERVE FUND TO THE NATER BOND FUND 1906; TRANSFERRING THE SUM OF ONE THOUSAND SEVEN HUNDRED DOLLARS ' ($1,700.) FROId THE ELECTRIC LIGHT RESERVE FUND TO THE -TATER BOND FUND 1914; AND TRANS- FERRING ONE THOUSAND DOLLARS (1,000.) FROM THE ELECTRIC LIGHT RESERVE FUND TO THE ELECTRIC LIGHT BOND FUND 1914. Moved by Councilman Strohmeier, seconded by Councilman Arnold that this Resolution be adopted as read and numbered Resolution No. 1537. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA ESTABLISHING RATES TO BE CHARGED FOR ELECTRIC SERVICE i"IITHIN THE CITY OF AZUSA, AND REPEALING ORDINANCE NO. 307 AIM ALL OTHER ORDINANCES OR PORTIONS OF ORDINANCES OF SAID CITY IN CONFLICT HEREWITH. The title of the Ordinance was then read. ' Moved by Councilman McIntire, seconded by Councilman Strohmeier that the Council waive the further reading of the Ordinance. Maps prepared by Engineer Kressly, for Azusa Avenue, State Highway Route #62 and Pasadena Avenue under the 1/4;L Gas Tax allocation for State Highways and Streets of Major Importance were presented. No action taken. 19.5 RESOLUTION NO. 1537 ADOPTED. ORDINANCE NO. 328 ADOPTED. Maps presented to City Council. Councilman Chester reported that he had taken Councilman Chester ' up the matter of a bridge across Little Dalton reported on 1st Wash at First Street with Supervisor Legg and Street Bridge. he had agreed to take the matter up with Road Commissioner George H. Jones in an effort to secure this bridge. Application for business licenses were offered by the following: G. Mendell Hopper, Alton P. H. Bell. 196 MINUTES OF THE CITY COUNCIL. AUGUST 2, 1937. Moved by Councilman Strohmeier, seconded by Councilman Chester that business licenses be granted the following with the provisions that all new businesses first post a bond before the license is issued; G. Hynes, Square Deal Cafe, Boulevard Amusement Parlor, Associated Service Station, Texaco Service Station, Duck Inn Cafe, McMillan Super Service, Nathan Becker, Dick's Cafe, Chop Suey Cafe, Foothill Dairy, Azusa Laundry Company, Stotlar Brothers, ' Lindsay Radio and Appliances Shop, Gruver's Cleaners and Dyers, Maries Dress Shop, Gold Nuggett Lunch, Bungalow Cafe. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Moved by Councilman Strohmeier, seconded by Councilman McIntire that the Council enter executive session for ten minutes. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. At the end of the period the meeting was resumed. Mr. J. C. Muehe addressed the Council relative to the Fleet and Non -ownership policies. Councilman McIntire requested, as Chairman of the Finance Committee, that the active ' insurance firms of the city be requested to collaborate among themselves and to agree upon a satisfactory basis on which the City's business may be awarded without having the Council confronted with the delima of con- stantly having to choose between rival reputable Insurance Companies. The following Councilmen were in accord with Councilman McIntire's opinion: Strohmeier, Arnold, Chester, Carr. Mayor Carr informed i,4r. Stafford H. Bell that, in the opinion of the Council, there were too many liquor stores on Foothill Boulevard and for that reason felt they must deny him a license to operate an "off sale" liquor store. Mr. Bell addressed the Council stating that he felt such denial was discriminatory. After some deliberation it was moved by Councilman Chester, seconded by Councilman Arnold that the matter of Mr. Bell's application to operate an "off sale" liquor ' store be referred to the City Council as a Committee of the Whole. Moved by Councilman Arnold, seconded by Councilman Chester that the following business men be granted the City business for the month of August: Doctor - Dr. Hankins, First Aid, Etc. - Richters Drug Store, Garage - Knights Garage, Crease Jobs - Kraft Station, Restaurant - Square Deal Cafe, Lumber - Williams Lumber Yard, Tires - C. Councilman McIntire suggests that Insurance Companies cooperate with City of Azusa. Mr. Bell's appli- cation referred to the City Council as a Committee of the Whole. A petition with 119 names attached thereto Petition referred was presented requesting the City Council to to the Council as appoint Archie Alvarado a Police Officer. a Committee of the Whole. Moved by Councilman McIntire, seconded by Councilman Chester that this petition be ' referred to the City Council as a Committee of the Whole. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. J. R. Sitton addressed the Council relative to the repair of the Seagrave truck. This matter was referred to Councilman Chester to work out with Mr. Sitton. Fire Chief Rogers addressed the Council relative to a replacement in the Fire Department. Mayor Carr appointed Floyd Moody to replace Harry Lindsay as a Volunteer Fireman, with the approval of the City Council, Dr. Sandavol (U.S.C.) addressed the Council relative to the renewal of the curfew ordinance and requested the City Council to have the swimming pool emptied and cleaned twice a week so that the Mexicans may swim In water not polluted by white people. ' Mayor Carr instructed Chief Bierbower to ring the curfew every night at nine o'clock and see that all young people were off the streets, at that hour. Moved by Councilman Chester, seconded by Councilman Arnold that the following requisitions be allowed: 1829-1830-1831-1832-1833-1834-1835-1836- 1837-1838-1839-1840. Moved by Councilman Arnold, seconded by Councilman McIntire that the following bills be allowed and warrants ordered drawn upon the Treasury for the same.
