A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA CHANGING THE GENERAL PLAN DESIGNATION
FOR PROPERTIES GENERALLY LOCATED AT 1058 AND
1064 WEST HOLLYVALE STREET FROM LOW DENSITY
RESIDENTIAL TO HEAVY INDUSTRIAL, 950 WEST
SIERRA MADRE AVENUE FROM PLANNED INDUSTRIAL
DEVELOPMENT TO HIGH DENSITY RESIDENTIAL AND
5532 NORTH CITRUS AVENUE, IF ANNEXED TO THE
CITY, TO GENERAL COMMERCIAL, (GENERAL PLAN
AMENDMENT NO. 86-4)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that:
a. The following applications have been made.
1. Applicant, Azusa Commercial Credit Union,
has applied to the City for a change of land use
designation from Low Density Residential to Heavy
Industrial in connection with Zone Change Case
Number Z-253. The subject property is generally
described as 1058 and 1064 West Hollyvale Street
within the City of Azusa and is legally described
as: Lots 137 and 138 of Tract No. 10660, in the
City of Azusa, County of Los Angeles, State of
California, as per map recorded in Book 164, pages
13 and 14 of Maps, in the office of the County
Recorder of said County and as shown on file with
the City Clerk.
2. Applicant, Rainbird Corporation/Lincoln
Properties has applied to the Cit:y,,4or:.change.in
land use designation from Planned Industrial
Development to High Density Residential in
connection with Zone Change Case Number Z-254. The
subject property is generally described as 950 West
Sierra Madre Avenue within the City of Azusa and is
legally described as: Parcel 3 of Parcel Map
number 12981, in the City of Azusa, as per map
filed in Book 126 pages 93 of Parcel Maps, as shown
on a map on file with the City Clerk.
3. Applicant, Virginia Seltzer, has applied
to the City for a change in land use designation if
annexed to the City to General Commercial in
connection with Zone Change Case Number Z-255. The
subject property is generally described as 5532
North Citrus Avenue, within the County of Los
Angeles and if annexed will be described as 540
South Citrus Avenue within the City of Azusa, and
is legally described as: that portion of Lot "A",
tract number 1306 in the County of Los Angeles,
State of California, as per map recorded in Book
18, page 41 of Maps, in the office of the County

Recorder of said County, and as shown on file with
the City Clerk.
b. The change in amendment to the General Plan as
described herein was duly initiated, and notice of
public hearings thereon duly given and published in
accordance with applicable law.
C. Public hearings thereon were duly held by the
Planning Commission of the City of Azusa on September 3,
1986, and by the City Council of the City of Azusa on
October 6, 1986.
d. On September 3, 1986, the Planning Commission
of the City of Azusa heard and considered the evidence
presented to it concerning the proposed amendment at a
public hearing and by its Resolution No. 2375 adopted by
a vote of seven in favor and none against, recommended
that the City Council approve the proposed amendment.
e. The City Council at its meeting of October 6,
1986, heard and considered all of the evidence presented
to it concerning the proposed amendment, including but
not limited to, the recommendation of the Planning
Commission.
f. The adoption of this amendment to the General
Plan is in the interest of the public health, safety and
welfare of the City of Azusa and is consistent with good
zoning and planning practices.
g. This amendment to the General Plan is
consistent with the other provisions in the General Plan
and all elements thereof.
h. In taking this action, the City Council
considered the effects of the decision on the housing
needs of the region in which the City is located and
balanced those needs against the public service needs of
the City residents and available fiscal and
environmental resources.
SECTION 2. Due to potential conflicts of interest,
Councilmember Cruz hereby abstains from voting with respect
to the proposed General Plan Amendment for the property
generally described as 1058 and 1064 West Hollyvale Street,
and Councilmembers Cook and Latta hereby abstain from voting with
respect to the proposed General Plan Amendment for the
property generally described as 950 West Sierra Madre
Avenue.
SECTION 3. The City Council of the City of Azusa
based on the above findings, does hereby amend the General
Plan of the City of Azusa, land use element, as follows:
a. To change the land use designation for parcels
located at 1058 and 1064 West Hollyvale Street from Low
Density Residential to Heavy Industrial; and
b. To change the land use designation for parcel
at 950 West Sierra Madre Avenue from Planned Industrial
Development to High Density Residential; and
C. To change the land use designation for the
parcel at 5532 North Citrus Avenue, if annexed to the
City, to General Commercial.

SECTION 4. The Director of Housing and Community
development shall revise the Land Use Element of the General
Plan of the City of Azusa to reflect the changes in said
element approved by this Resolution.
SECTION 5. The City Clerk shall certify the
adoption of this esolution.
PASSED, APPROVED AND ADOPTED this 3rd day of
November. 1986.

duly adopted by the City Council of the City of Azusa at a
regular meeting thereof, held on the 3rd day
of November, 1986, by the following vote of the Council:
