RESOLUTION NO. 8131
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA CERTIFYING THE FINAL
ENVIRONMENTAL IMPACT REPORT FOR MULTIPLE
FAMILY RESIDENTIAL DEVELOPMENT AT 950
WEST SIERRA MADRE AVENUE FOR VARIANCE V-
915, ZONE CHANGE Z-254 AND GENERAL PLAN
AMENDMENT NO. 86-4
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
hereby finds, determines and declares that:
a. An application has been made by Rainbird
Corporation/Lincoln Properties, for Variance V-915,
Zone Change Z-254 and General Plan Amendment No.
86-4 in connection with the proposed multiple
family residential development to be located at 950
West Sierra Madre Avenue in the City of Azusa
(hereinafter "Project").
b. A Draft Environmental Impact Report for the
Project was prepared in accordance with the
requirements of the California Environmental
Quality Act, City CEQA Procedures and the CEQA
Guidelines. Following public comment on said
draft, a Final Environmental Impact Report for the
Project was also prepared in accordance with the
requirements of the California Environmental
Quality Act, City CEQA Procedures and the CEQA
Guidelines.
C. The Final Environmental Impact Report for
the Project was presented to the City ... Council of
the City of Azusa and the Council reviewed and
considered the information contained therein prior
to approving the Project.
SECTION 2. The Final Environmental

a. Air Quality. The proposed Project will
generate minor incremental increase in air
pollutant emissions. Because of the small size of
the proposed Project, the magnitude of impact is
not significantly adverse according to the Air
Quality Management District. Nonetheless, certain
mitigation measures relating to construction and
design features were imposed.
b. Soils and Geology. The site of the Project
may be subject to ground shaking during a seismic
event. Conformance with the standards and

regulations of the Uniform Building Code, as
implemented by the City of Azusa, will mitigate the
impact of a seismic event through engineering
design. A preliminary soils and engineering
geological investigation will be completed prior to
Project construction.
c. Hydrology. The proposed Project will
increase surface run-off and reduce permeable
surfaces. The Project's drainage plan will be
subject to the approval of the City Engineer prior
to Project construction and any potential adverse
impacts can be both identified and mitigated
through this review process.
d. Biota. The construction of the proposed
Project will involve the removal of existing ground
cover. Landscaping included in the proposed
Project will provide habitat for urban adaptable
birds.
e. Cultural Resources. The proposed Project is
not expected to impact any unique cultural
resources, prehistoric or historic.
f. Traffic. The proposed Project will generate
950 daily vehicle trips, 90 of which will occur
during the evening peak hour. After Project
completion, all the roadways in the vicinity will
continue to operate at level of service A which is
free flow. The proposed circulation network will
adequately service future traffic volumes. The
proposed Project will generate approximately 6,600
vehicle miles of travel daily, once occupied. To
insure safe and efficient traffic circulation the
report recommends that a 150 foot left turn pocket
be constructed on Sierra Madre Avenue for westbound
traffic desiring to turn left into the Project
entrance, landscape plantings and signs should be
limited to 36 inches in height within;.,25 feet of
Project driveway, a stop sign should be installed
on the site egress driveway to Sierra Madre Avenue,
the internal circulation and site access should
meet the requirements of the Fire Marshall, and
parking should be restricted and roadway access
controlled along arterials to maintain a high level
of service. These mitigation measures shall be
incorporated into conditions of approval for any
subdivision or precise plan approval for the Site.
g. Noise. The proposed structures will be
impacted by vehicular and industrial noise
sources. Residents in the area may be temporarily
impacted by construction noise. Construction
activities should be limited to Monday through
Friday, between the hours of 7:00 a.m. and 7:00
p.m. Units will require mechanical ventilation
systems with fresh air injection. An acoustical
engineering study should be prepared. These
mitigation measures shall be incorporated into
conditions of approval of any subdivision or
precise plan approval for the project.

h. Land Use. The proposed Project will
increase land use intensity at the Project site.
The proposed use is compatible with existing
development in the surrounding area and the Project
will not be disruptive to the privacy of other
residential uses in the area due to separation by a
block wall, landscaping, parking and roadways. The
Project uses a mixture of parking types including
carports rather than enclosed garages to provide
larger units and improve open space amenities.
i. Public Services and Utilities. There is
adequate capacity in the public service and
utilities to meet the needs generated by the
Project. To enhance security and facilitate
emergency response, mitigation measures include
adequate access to Sierra Madre Avenue, double
locks on exterior doors, parking of units in
buildings for easy identification, security
lighting in carport and parking areas, and clearly
marked fire lanes and parking restrictions. These
mitigation measures shall be incorporated into
subdivision or precise plan approvals for the Site.
SECTION 3. Based upon the above facts and findings,
the City Council of the City of Azusa does hereby certify
the Final Environmental Impact Report for the Project. The
Director of Community Development is hereby directed to file
a Notice of Determination as required by CEQA and the CEQA
Guidelines.
SECTION 4. The City Clerk shall certify to the
passage of this Resolution.
