A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA CERTIFYING THE NEGATIVE
DECLARATION FOR ZONE CHANGE CASE NO.
Z-253 - AZUSA COMMERCIAL CREDIT UNION
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that:
a. An Initial Study of Environmental Impact and
a Negative Declaration have been prepared for Zone
Change Case Number Z-253 to allow a change of zone
from R -lc (Single -Family Residential) to M-2
(General Manufacturing) for property located at
1058 and 1064 Hollyvale Street, and said Initial
Study and Negative Declaration were prepared in
accordance with the provisions of the California
Environmental Quality Act, the State CEQA
Guidelines and the City's CEQA Procedures;
b. On or about September 3, 1986 the Planning
Commission of the City of Azusa certified and
approved by Resolution No. 2368 the Negative
Declaration of Environmental Impact for Zone Change
Case Number Z-253 to allow a change in zone from R -
lc to M-2 in order for the applicant to construct a
parking lot for use with existing commercial
business on the property located at 1058 and 1064
Hollyvale Street, Azusa, California.
C. At its meeting of October 6, 1986 City
Council of the City of Azusa considered the
proposed project and heard evidence_.on.the-proposed
project and Negative Declaration;
d. Prior to approving the project, the City
Council of the City of Azusa considered the
proposed Negative Declaration, together with the
Initial Study of Environmental Impact, and any
comments received during the public review process;
e. On the basis of this review, there is no
substantial evidence from which it can be fairly
argued that the project will have a significant
adverse effect on the environment.
SECTION 2. The City Council of the City of Azusa
hereby certifies and approves the Negative Declaration for
zone change case number Z-253, a copy of which Negative
Declaration is attached hereto as Exhibit "A" and by this
reference incorporated herein, and further determines that
the Negative Declaration shall be filed with the County
Clerk of the County of Los Angeles in the manner required by
law.

SECTION 3. The City Clerk shall certify the
adoption of this resolution.

to M2 (General Manufacturing) and a General Plan amendment to change the
land use designation from Low Density Residential to Heavy Industrial.
12. Two single-family residences will be removed, which will have only a
marginal impact on the housing stock in the region.
13. b. Project will involve the construction of a new 27 -space parking lot.

BE PREPARED.

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
l.b. Project will involve grading necessary for construction of a 32 -unit apartment
complex on a currently vacant parcel.
2.a. Dust may be raised during certain phases of construction.
6.a. Construction will result in short-term increase in noise to surrounding
neighborhoods.
8.a. Project will involve construction of a'32 -unit apartment complex on a
currently vacant parcel.
8.b. A zone change from RIc to R3c is.being requested, along with a variance fot
reduced rear yard setback and substituting carports for garages.
12. Project will result in 32 additional apartment units.
13.aSb Traffic will be generated from residents of 32 new apartment units.
Adequate off-street parking will be provided for vehicles of these residents.
14.c. Addition of 32 households may have marginal impact on existing school
system capacities.
IV. MITIGATION PLEASURES
Describe mitigation measures included in the project, if
any are needed, to avoid potentially significant effects:
2.a. Construction site shall be watered down to reduce impacts of fugitive dust.
6.a. Construction hours should be limited to between 7:00 a.m. and 6:00 p.m.
V. DETERMINATION

effect on the environment, and a NEGATIVE DECLARATION
has been prepared and is attached.
