Parking lot lighting may affect neighboring residential area. 8. a. Project will involve constructing a parking lot on two parcels currently develgped with single-family residences. 8. b. Applicant is requesting a zone change from R1c (Single -Family Residential) to M2 (General Manufacturing) and a General Plan amendment to change the land use designation from Low Density Residential to Heavy Industrial. 12. Two single-family residences will be removed, which will have only a marginal impact on the housing stock in the region. 13. b. Project will involve the construction of a new 27 -space parking lot. IV. MITIGATION MEASURES Describe 'mitigation measures included in the project, if any are needed, to avoid potentially significant effects: 7. Parking lot lighting shall be aimed or shielded in order to avoid light from illuminating adjacent property. V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been. prepared and is attached. X I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project.
