A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA ESTABLISHING NEW CLASSIFICATIONS OF WATER
WATER OPERATOR I AND WATER UTILITY OPERATOR II
AND ESTABLISHING SALARIES THEREFOR.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The class specifications of Water Utility
Operator I and II are hereby adopted in its entirety in
accordance with Exhibit A attached and incorporated herein by
reference.
SECTION 2. The salary range for Water Utility Operator I shall
be Range 178, $1850.20 to $2248.93 per month.
SECTION 3. The salary range for Water Utility Operator II
shall be Range 186, $2003.50 to $2435.27 per month.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution.
ADOPTED AND APPROVED THIS 3rd day of November, 1986.

To perform skilled work in the operation of well and booster
pumps, controls, valves, and telemetering equipment which supply.
and distribute potable domestic water to the consumer.
DISTINGUISHING CHARACTERISTICS
Water Utility Operator I- This is an entry level position which
will be required to perform minor maintenance on pumps, motors,
meters and reservoir facilities. As abilities are gained, more
independence and discretion would be required.
Positions assigned to the Water Utility Operator II class which
become vacant may reasonably be filled by a Water Utility
Operator I.
Water Utility Operator II- This is a journey level operator
class. Positions in this class are normally filled by
advancement from the lower class Operator I or, when filled from
the outside, requires skilled and technical work experience as an
operator. Appointment to the higher class requires that the
employee be performing at the full range of the Operator I and
meet the qualifications of a Water Utility Operator II.
SUPERVISION RECEIVED AND EXERCISED
Water Utility Worker I
Immediate supervision is provided by the Water Utility
Operator Supervisor.
Functional and technical supervision is also received from the
Water Utility Operator Supervisor and occasionally for the Water
Utility Superintendent.
Water Utility Operator II
General supervision
Supervisor.
EXAMPLE OF DUTIES
is provided by the Water Utility Operator
Duties may include, but are not limited to, the following:
Inspect and repair municipal water pumps, meters and reservoir
facilities.

Clean and oil pumps and motors.
Monitor and make minor tests and repairs to telemetering
equipment to insure proper system operation.
Make independent decisions on pumping additional water as
necessary.
Be able to work regular stand-by duty.
Read and check water production meters and gauges.
Collect water samples and sound deep wells to determine static
and pumping levels.
Respond to water quality complaints and inquiries from water
system users.
Maintain all pumping and chlorination equipment.
Maintain routine records and reports, such as total water pumped
per day and month. Keep track of efficiency of pumps and wells
by conducting efficiency tests.
Perform related duties as assigned. This will include building
and ground maintenance around pump and well houses and
reservoirs.
QUALIFICATIONS
Water Utility Operator I
Knowledge of:
Materials and tools used in water production and distribution.
Basic knowledge of pumps, valves, pressure gauges and mechanical
operation of engines.
General principles, practices and methods used in plumbing
activities.
Occupational hazards and standards and safety precautions
necessary in pump operations.
Ability to:
Perform operating and maintenance activities related to water
distribution and supply system.
work efficiently and safely with others.
Understand and follow instructions and directions.

Read and understand meters, gauges and instruments.
Maintain routine activity records and logs.
Respond to the public in a tactful and courteous manner.
Water Utility Operator II
In addition to the qualifications for Water Utility Operator I,
Knowledge of:
Materials, tools and equipment used in water production and
distribution.
Pumps, valves, pressure gauges, natural gas engines, telemetering
and controls used in water pumping and supply.
Operation and maintenance of production and control equipment.
CAL -OSHA safety standards that affect related duties.
Ability to:
Perform operating and maintenance activities related to water
distribution and supply system.
Make effective decisions often without supervisory guidance.
Make necessary repairs on pumps, meters, valves and related water
system equipment.
Work efficiently with a significant degree of independence during
the course of work.
Read and understand maps, blueprints and schematics.
EXPERIENCE AND EDUCATION
Water Utility Operator I
Experience- Six months' experience in operation or distribution
of water system.
Education- Equivalent to twelfth grade education
Water Utility Operator II
Experience- One year experience as an operator of pumps and
wells, controls and maintenance of reservoirs.
Education- Equivalent to twelfth grade education

LICENSES AND CERTIFICATES
Water Utility operator I
Must obtain a California State Department of Health Grade II
Certificate within one year.
California Class 3 driver's license is required.
Water Utility Operator II
Possession of a California State Department of Health Grade II
Certificate.
California Class 3 driver's license is required.
