RESOLUTION NO. 8117
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA CHANGING THE GENERAL PLAN DESIGNATION
FOR PROPERTY GENERALLY LOCATED AT 247 NORTH
DALTON AVENUE FROM GENERAL COMMERCIAL TO HIGH-
DENSITY RESIDENTIAL, FOR PROPERTY GENERALLY
LOCATED AT 450 NORTH SOLDANO AVENUE FROM COM-
MUNITY FACILITIES TO HIGH-DENSITY RESIDENTIAL,
AND AMENDING THE LAND USE ELEMENT TO PERMIT A
BONUS DENSITY FOR CERTAIN RESIDENTIAL DEVELOP-
MENTS (GENERAL PLAN AMENDMENT 86-3)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that:
A. There is in effect a duly adopted General Plan
for the City of Azusa which contains a Land Use
Element designating all property within the City
for certain land uses.
B. An application for change in the land use
designation for the first subject parcel was duly
filed by Angela Hernandez. The first subject
parcel is generally described as 247 North Dalton
Avenue and legally described as: Lot 1, Block 67 of
Azusa, Per Map recorded in Book 15, Pages 93 of
Miscellaneous Records in the City of Azusa, County
of Los Angeles, State of California and as shown on
a map on file with the City Clerk.
C. An application for change in the land use
designation for the second subject parcel was duly
filed by Relco Industries/Larry Sade. The second
subject parcel is generally described as 450 North
Soldano Avenue and legally described as: Lots 1-24
Inclusive, Block 49 of Azusa, Per Map recorded in
Book 15, Pages 93 of Miscellaneous Records in the
City of Azusa, County of Los Angeles, State of
California and as shown on a map on file with the
City Clerk. An additional amendment to the Land
Use Element relating to creation of a bonus density
program was applied for by these applicants.
D. The change and amendments to the General Plan
as described herein was duly initiated, and notice
of public hearings thereon was duly given and
published in accordance with applicable law.
E. In connection with said public hearings, an
Environmental Impact Report (EIR No. 86-1) was
considered regarding the proposed General Plan
Amendment relating to the second subject parcel at
450 North Soldano Avenue.

F. Public hearings thereon were duly held by the
Planning Commission of the City of Azusa on July 9,
1986, and by the City Council of the City of Azusa
on August 4, 1986, continued to August 18, 1986 and
September 2, 1986.
G. On July 9, 1986, the Planning Commission of
the City of Azusa heard and considered the evidence
presented to it concerning the proposed Amendment
at the public hearing and by Resolution No. 2344,
adopted by a vote of four in favor, two abstaining
and one absent, said vote being not less than a
majority of the total members, recommended to the
City Council that the General Plan Amendment
proposed for the subject properties be approved.
H. The City Council at its public hearings has
heard and considered all of the evidence presented
to it concerning the proposed Amendment, including
but not limited to, the recommendation of the
Planning Commission.
I. The adoption of this Amendment to the General
Plan is in the interest of the public health,
safety and welfare of the City of Azusa and is
consistent with good zoning and good planning
practices.
J. This Amendment to the General Plan is
consistent with the other provisions of the General
Plan including all elements thereof.
K. In taking this action, the City Council
considered the effects of its decision on the
housing needs of the region in which the City is
located and balanced those needs against the public
service needs of the City's residents and available
fiscal and environmental resources.
SECTION 2. The City Council of the City of Azusa
based upon the above findings does hereby amend the General
Plan of the City of Azusa, Land Use Element as follows:
A. The parcel at 247 North Dalton Avenue be
changed from General Commercial to High -Density
Residential in conjunction with Zone Change Case
No. Z-250;
B. The parcel at 450 North Soldano Avenue be
changed from Community Facilities to High -Density
Residential in conjunction with Zone Change Case
No. Z-251; and
C. Page III -12 of the Land Use Element of the
Azusa General Plan be amended to add the following:
[...related performance standards
restrictions.] "A bonus density of
up to 50% above the maximum density
allowed for each land use designa-
tion may be permitted for certain
projects, subject to City Council
approval, if the proposed project
helps to meet housing needs, such as
senior citizen or low-income
housing, identified as important for

the housing stock of the City of
Azusa in the Housing Element of the
Azusa General Plan."
SECTION 3. The Director of Housing and
Community Development shall revise the Land Use Element of
the General Plan of the City of Azusa to reflect the changes
in said element approved by this Resolution.
SECTION 4. The City Clerk shall certify the
adoption of this Resolution.
PASSED, APPROVED AND ADOPTED this 6th day of
October , 1986.

I HEREBY CERTIFY that the foregoing Resolution was
adopted by the City Council of the City of Azusa, at a
regular meeting thereof, held on the 6th day of
October , 1986, by the following vote of the Council:
