A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA ESTABLISHING STANDARD
OPERATING PROCEDURES FOR CITY COUNCIL MEMBERS
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS hjYG
FOLLOWS: 1
1. Adopt the amended version of 'Robert's Rules of Ord r',
and arrange training for the entire Council.
2. Inform audiences at Council meetings that heckling will not
be tolerated. Direct the Mayor to enforce the policy.
3. No one member is to give orders or direction to any
City employee. All Council Members must follow "line" procedures.
Everything must go through the City Administrator.
4. Problems, complaints or concerns by citizens brought to any
member are to be forwarded to the City Administrator for review, report
or action, and copied to the entire Council.
5. No one member is to give orders to the City Administrator
unless a Council majority is on the record supporting that directive.
6. Any and all information from City Hall to one member shall be
copied to the entire Council.
7. City employees will not write speeches for any Council Member
without prior Council approval.
8. City employees will only write letters for Council Members that
pertain to City business and must have prior Council approval. All
correspondences will be copied to the entire City Council.
9. When away from a Council meeting and discussing City business,
Council Members shall identify whether they are speaking only for themselves
or they represent a majority position of the Council.
10. The entire Council shall be informed of anyone who has been
told "to bring their problem before the Council" prior to their appearance.
11. No plaques or proclamations are to be given away without
prior Council approval. Criteria shall be established in order to identify
worthy candidates. Candidates shall.be discussed and selected in
Closed Session.
12. The only guests of Council Members at City business meetings,
bond closings, conventions, dinners, etc., shall be the Council Member's
"Significant other."
13. No City Seal or medallion is to be given away.
14. No City car is to be used by any Council Member.
15. Make the office in City Hall the Mayor uses full time, into
a "Council Room" for City business for all members to use and share, as needed.
16. Stay out of the employees' refrigerator in City Hall unless
you have brought food.
17. Any information or invitation concerning City business
received by any member shall be forwarded to the City Administrator and
copied to all members of the Council.
18. The weekly Council report shall include a section showing what
requests, information, activities, etc., Council Members are involved in.
19. The entire Council shall participate in the selection and
appointment of Commission and Board Members. Amend the City Ordinance to
read: "The Council shall seek applications, hold interviews and select
the best by majority vote."
20. Rotate the Mayor Pro Tem position annually on the anniversary
date of City elections. No one shall serve a second term until all have
served one term. Rotation shall be based on seniority.
21. Place the issue of selecting the Mayor on the Municipal
Election ballot. Let the voters consider if they still want to select
the Mayor or return to a rotating Mayor determined by Council majority.
22. Letters, correspondences, etc. should be signed by entire
Council or the City Administrator representing the City or the Council.
23. Annually, on the anniversary date of City elections, the
City Council shall decide, as a body, what members of Council shall serve
on ex -officio Boards and Commissions and those outside the City (i.e.,
Sanitation District, Consortium, etc.).

by the City Council of the City of Azusa, at a regular meeting thereof,
held on the 1st DAY OF December 19 86 by the
