HomeMy WebLinkAboutResolution No. 7998 (2)RESOLUTION NO. 7998 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON APRIL 8, 1986, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW. WHEREAS, a General Municipal Election was held and conducted in the City of Azusa, California, on TUESDAY, APRIL 8, 1986, as required by law, and WHEREAS, notice of the election was given in time, form and manner as provided by law; that voting precincts were properly established, that election officers were appointed and that in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in general law cities, and WHEREAS, pursuant to Resolution No. 7860, adopted January 20, 1986, the City Clerk canvassed the returns of the election and has certified the results to this City Council, the results are received, attached and made a part hereof as "Exhibit,A." NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the whole number of votes cast in the City except absent voter ballots was 3550 That the whole number of absent voter ballots cast in the City was 179 making a total of 3729 votes cast in the City. SECTION 2. That the names of persons voted for at the election ' for Mayor are as follows: LUCIO CRUZ EUGENE F. MOSES That the names of persons voted for at the election for Member of the City Council are as follows: HARRY L. STEMRICH ARMANDO L. CAMARENA JENNIE B. AVILA JOE BEAULIEU MIRE FALLETTA RICHARD M. WIDMAN BRUCE LATTA That the Advisory Measure voted upon at the election is as follows: SHALL A WASTE TO ENERGY PLANT BE ALLOWED IN THE CITY OF AZUSA? 04/15/86 PAGE TWO SECTION 3. That the number of votes given at each precinct and the number of votes given in the City to each of the persons above named for the respective offices for, which the persons were candidates and for and against the measure were as listed ' in "Exhibit A" attached. SECTION 4. The City Council does declare and determine that: EUGENE F. MOSES was elected as Mayor for the full term of two years; BRUCE LATTA was elected as Member of the City Council for the full term of four years; JENNIE B. AVILA was elected as Member of the City Council for the full term of four years. 04/15/86 PAGE TWO 11 That as a result of the election, a majority of the voters voting on the measure relating to a waste -to -energy plant did not vote in favor of it, and that the measure was not carried, and shall not be deemed adopted and ratified. SECTION 5. The City Clerk shall enter on the records of the City Council of the City, a statement of the result of the election, showing: (1) the whole number of votes cast in the City; (2) the names of the persons voted for: (3) the measure voted upon; (4) for what office each person was voted for; (5) the number of votes given at each precinct to each person, and for and against each measure; (6) the number of votes given to each person , and for and against each measure. SECTION 6. That the City Clerk shall immediately make and deliver to each of the persons so elected a Certificate of Election signed by the City Clerk and authenticated; that the City Clerk shall also administer to each person elected the Oath of Office prescribed in the Constitution of the State of California and shall have them subscribe to it and file it in the Office of the City Clerk. Each and all of the persons so elected shall then be inducted into the respective office to which they have been elected. SECTION 7. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions. Outgoing Councilman Camarena made the following statement: Comments by Cnclmn "First off, I would like to begin by thanking City Camarena staff and those whom I depend upon for assistance in my job as a Councilmember. I would like to thank the members of the Chamber for their recommendations in business matters and the Azusa Unified School District 1 School Board, for bringing to our attention the needs of our School District. I do not leave this office bitter or sad, but rather disappointed in myself that I did not get the facts out to the public. The voters voted in an incumbent who said publicly that he would resign if Mayor Eugene Moses was re-elected. You the voters, voted in an incumbent who missed five regular City Council meetings and a total of ten 6:00 P.M. City Council meetings and who missed 80% of the 1985 budget sessions. I will still be seen at the City Council meetings, but, now and still, as a citizen concerned with Azusa's future. I publicly state here tonight, that I'm still against all waste -to -energy facilities, and I, also, feel that Azusa needs to tighten the reins on apartment and condo construction by enacting a three year moratorium. Again, thanks to all my friends and those who supported me during my two and one-half years as your City Councilman. Thank you." Mayor Moses made the following statement: Comments by Mayor Moses "I would like to thank the citizens of Azusa for their vote of confidence and I will assure the citizens, of Azusa that progress will take place and we'll go much faster than we have been. Also, in the name of cooperation with the City Council, I want to shake hands with all of the Councilmembers and I'll try very hard to get along with them for the City of Azusa will make more progress. So if there's any hatchets on my end, its buried then. I'm looking forward to working with all Councilmembers. Councilman Latta was elected in by the people and I will honor this. I will honor anything that the people have me to do. I'm looking forward to a pleasant two years and a good two years for the citizens of Azusa. So, I would hope that all Councilmembers shake hands and come out fighting for the citizens of Azusa instead of fighting amongst ourselves. That's all I have to say." Councilman Latta made the following statement: Comments by Cnclmn Latta "Just briefly, Mr. Mayor, I don't have a prepared statement. I would like to thank the voters/citizens of Azusa for the vote of confidence, and I would hope that maybe the next couple of years, that we, as all citizens in the same community, spend a lot more time talking to each other, instead of about each other. I think it would be a much more positive atmosphere and we can get a lot more done. I look forward to, maybe, accomplishing a lot in the next couple of years." wly elected Councilwoman Avila made the following statement: Comments by Cnclwmn Avila "Yes, I want to thank everyone that supported me and I look forward to serving you to the best of my ability. I want you to remember that there will be an open communication. I want to keep that open communication.
