The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Strohmeier, McIntire, Chester, Carr, City Attorney and City Clerk. Absent: Councilman Arnold. The minutes of the last regular meeting of September 7, 1937 were read and approved ' as read. A report, signed by Cornelius Smith, Secretary of the City Planning Commission, relative to the action taken by that Body on the petition presented by Leland Poage for the re -zoning of a portion of Lot 28, Sub. #2, Azusa Land & Water Company from the residential zone to heavy industrial zone, was read. Councilman Arnold entered the meeting and took his seat at the Council table. Moved by Councilman Chester, seconded by Councilman Arnold that in compliance with the recommendation of the Planning Commission, the Council rejects the application of Leland Poage for re -zoning a portion of Lot 28 of Sub. #2 Azusa Land & Nater Company, from residential to heavy industrial. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None.' Absent: None. A communication from the State Compensation Insurance Fund was read. Roll call. Minutes approved. Report on re -zoning read. Councilman Arnold entered meeting. Council accepted Planning Commission report. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Mr. Wulff, T,ir. McNabb, Mr. Manning, Pairs. Hutchinson and others appeared before the Council requesting information relative to the activities of the Azusa Rock and Sand Company. They stated that in their opinion, the above mentioned Company was operating very close to the heavy industrial zo ne boundary line and they wanted to know whether or not the Planning Commission would consider re -zoning the present additional holdings of this Company from residential zone Communication read and referred to Jack Pierce. Moved by Councilman Arnold, seconded by Councilman Chester that the City Enkneer be instructed to check the area zoned heavy industrial" and to ascertain eLether or not the Azusa Rock and Sand Company are operating within the area zoned for industry of this type. Mr. Kressly to report back. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, ' Arnold, Chester, Carr. Noes: None. Absent: None. A report compiled by a Special Gasoline Tax Committee, relative to the County approp- riation for Cities of the Sixth Class, was read. Moved by Councilman Strohmeier, seconded by Councilman Arnold that this matter be re- ferred to the Chairman of the Board of Public Works, Councilman Chester, to work out with City Engineer Kressly and to report back at the next regular meeting. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AMENDING SECTION 1 (C), SECTION 1 (D) AND SECTION 2 OF ' ORDINANCE NO, 326 OF SAID CITY OF AZUSA, RELATING TO LICENSING FOR THE PURPOSE OF REVENUE AND REGULATION ALL AND EACH KIND OF BUSINESS CARRIED ON IN SAID CITY AND PRE- SCRIBING THE PENALTY FOR VIOLATION. to be placed upon its second reading. This Ordinance was then read for the second time. Moved by Councilman Strohmeier, seconded by Mayor Carr that this Ordinance be adopted as read and numbered Ordinance No. 329. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, PROHIBITING PICIETING, LOITERING, ASSEMBLYING, CARRYING OR DISPLAYING SIGNS OR BANNERS OR SPEAKING ' IN A LOUD OR UNUSUAL TONE IN PUBLIC STREETS, ALLEYS OR SIDEWALKS IN THE CITY OF AZUSA, AND PROVIDING PENALTIES FOR VIOLATIONS. to be placed upon its second reading. This Ordinance was then read. Movod by Councilman Strohmeier, seconded by Mayor Carr that this Ordinance be adopted as read and numbered Ordinance No. 330. Moved by Councilman Strohmeier, seconded by Councilman Arnold that the thirty day leave of absence granted S. C. Bierbower be extended without pay until further action of the City Council. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Dr. Sandavol addressed the Council relative ' to the dancing lessons given in the Auditorium for three hours a day, three days a week. The Janitor was asked the condition of the Auditorium after having permitted Dr. Sandavol's MPA Project the use of same during the summer months. The Janitor called the attention of the Coun- cil to the condition of the building. Councilman Chester asked that the Council agree to permit the MPA Project the use of the Auditorium until the next regular meeting of the Council. The Council unanimously agreed. Moved and carried that the City Clerk be instructed to write the Automobile Club requesting data on the metal policemen placed at intersections for protection of school children. C. C. Kimbrell was summoned before the Council. Councilman Strohmeier, on behalf of the members of the City Council, addressed Mr. ' Kimbrell stating that the Council had given him Fred Williams as his Chief, had purchased a new motor cycle for him and had agreed to pay him a salary of $150.00 per month. In return for the cooperation extended him by the Council, they expected the traffic laws upheld, and they were placing him on trial. If he could not build up his work and show the Council that he was sincere in his efforts to do the work required, there was only one alternative, that of dismissal after thirty days notice. Mr. Kimbrell said he would go out and do his part. Moved by Councilman Strohmeier, seconded by Councilman Arnold that the matter of open- ing Vernon Avenue be referred to the Board of Public Works and Finance Committee, to report back. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. I James Rogers, Jr, addressed the Council relative to the needed repairs to the gasoline pump. Moved by Councilman Chester, seconded by Councilman Strohmeier that the matter be referred to the Purchasing Committee, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Moved by Councilman Chester, seconded by Councilman Strohmeier that the following purchase orders, be allowed: S. C. Bierbowwer's thirty day leave of absence extended. Dr. Sandavol addressed the Council. Action postponed. City Clerk instruct- ed to obtain in- formation on metal policemen. Councilman Strohmeier, on behalf of the Council, addressed C. C. Kimbrell.
