RESOLUTION NO. 8171
A RESOLUION OF THE CITY COUNCIL OF THE CITY
OF AZUSA ESTABLISHING A NEW CLASSIFICATION OF
JAILER AND ESTABLISHING A SALARY THEREFOR.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The class specifications of Jailer are
adopted in its entirety in accordance with Exhibit A attached and
incorporated herein by reference.
SECTION 2. The salary range for Jailer shall be
Range 164 ($1,609.61 to $1,956.49 per month).
ADOPTED AND APPROVED THIS 2nd day of February, 1987.

DEFINITON
Under general supervision, operates the City jail; receives and
processes prisoners and maintains jail security and safety;
maintains jail records and related statistical data; and does
related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is both an entry- and journey -level classification.
Incumbents assigned to positions in this classification are
expected to learn and to eventually operate the City jail. This
is a "non -sworn" classification within the law enforcement
occupational series. Shift work, as assigned, is required. This
means incumbents are expected to be able to work days, evenings,
nights, weekends, and holidays.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by a Police Sergeant and/or watch
commander. Technical or functional supervision may be provided
by a Police Officer. Assignments may require the supervision of
the activities of jail inmates.
EXAMPLE OF DUTIES - Duties may include, but are not limited to,
the following:
As assigned to the City jail, receives, books, fingerprints, and
photographs arrestees; maintains records and related paperwork
dealing with arrestees; conducts on-going jail checks to assure
prisoner health and safety; issues prisoner meals and maintains
prisoners' property; receives bail monies and processes
prisoners for release on bail, bond, citation, or transportation
to court; and conducts other related duties as assigned.
QUALIFICATIONS
Ability to:
Display a high degree of general intelligence and memory.
Utilize a high verbal facility.
Deal effectively with arrestees, trustees, and the general
public.
Write clear and accurate reports.
Understand and follow oral instructions and directions.
Display keen observational skills, and remember names,
faces, and details of incidences.

Knowledge of:
The English language, both written and oral.
Experience and Education:
Any combination of experience and education that would
likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience•
Three (3) years of full-time work involving direct and
on-going public contact.
Education•
Equivalent to graduation from high school or possession
of a G.E.D. certificate. College level coursework in
law enforcement, police science, jail or corrections
management, or related field, is desirable.
License•
Possession of a valid Class 3 driver's license issued by the
California Department of Motor Vehicles.
Other•
Must not have a felony conviction record.

A JOINT RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA AND THE BOARD OF DIRECTORS OF
THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA
TO RECESS TO CLOSED SESSION ON JANUARY 19, 1987,
PURSUANT TO THE PROVISIONS OF GOVERNMENT CODE
SECTION 54957 AND MAKING FINDINGS PURSUANT TO
GOVERNMENT CODE SECTION 54956.9 (a), (b) AND (c).
THE CITY COUNCIL OF THE CITY OF AZUSA AND THE BOARD OF
DIRECTORS OF THE AZUSA REDEVELOPMENT AGENCY DO HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. Closed Sessions of the City Council and
Board are permitted for various purposes pursuant to Government
Code Section 54957 for the purposes of discussions with the City
or Agency Attorney of matters within the attorney-client
privilege relating to litigation and potential litigation,
discusssion of matters with the City's or Agency's authorized
labor representative, discussion of personnel matters relating to
the appointment, evaluation, dismissal, or charges against an
employee, or to give instructions to the City's or Agency's
negotiator regarding the purchase, sale, exchange or lease of
certain property, among others. It is the policy of the City
Council and the Board of Directors to strictly adhere to the
requirements of the Brown Act (the California Public Meeting Act)
and to only recess to Closed Session when absolutely necessary.
SECTION 2. The City Council shall recess to closed
session pursuant to Government Code Section 54956.9(a) to confer
with its attorneys with respect to confidential matters within
the attorney-client privilege regarding pending litigation which
has been initiated formally and to which the the Agency or City
is a party. The title of this litigation is SAN GABRIEL VALLEY
TRIBUNE V. CITY OF AZUSA.
SECTION 3. The City Council and Board of Directors
shall recess to Closed Session to consider personnel matters
pursuant to Government Code Section 54957 relating to the
appointment, evaluation, dismissal, and charges against certain
employees.
SECTION 4. In connection with the litigation matters
discussed above, the City Council and Board of Directors
specifically find that:
A. Discussion of the litigation matters described above
in open session would be prejudicial to the interests of
the Agency/City in that matters within the attorney-
client privilege will be discussed and disclosure of
such discussions would violate and waive the attorney-
client privilege and would give an unfair advantage to
to the City's/Agency's adversaries and allow them to
negotiate a settlement of the matters adverse to the
City/Agency; and
B. It has received a confidential letter from the
City/Agency Attorney pursuant to Government Code Section
54956.9 describing the grounds and the authority for the
closed session.

SECTION 5. The City Clerk and Secretary shall certify
the adoption of this resolution.

RESOLUTION NO. 8169
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA ADOPTING THE STATEMENT OF OBJECTIVES
AND SELECTING PROJECTS FOR FUNDING FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR
FISCAL YEAR 1987/88
WHEREAS, the City of Azusa is participating under the County
of Los Angeles Urban Community Development Block Grant Program;
and
WHEREAS, the City staff has considered and evaluated projects
and program fulfilling important community needs; and
WHEREAS, the City conducted a public hearing to receive
public testimony on the City's community development needs and to
recommend projects for funding; and
WHEREAS, the City Council has heard public testimony and
received public input regarding the City's Community Development
Block Grant Program for the 1987-88 program year.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Azusa does hereby take the following actions:
Section 1. Approve the Proposed Supplemental Statement of
Objectives and Projected Use of 13the Year CDBG Funds attached
hereto as Exhibit A and submit the approved projects to the
Community Development Commission.
Section 2. The City Clerk shall certify the adoption of this
resolution.

RESOLUTION NO. 8168
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA ESTABLISHING THE ASSESSMENT
FEE FOR FALSE ALARMS PURSUANT TO SECTION
5.52.050 OF THE AZUSA MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does find, determine and declare as follows:
A. Chapter 5.52 of the Azusa Municipal Code
regulates alarm systems designed to detect
unauthorized entry into buildings within the
City;
B. Section 5.52.050 of the Azusa Municipal Code
authorizes the City Council to establish an
assessment fee for any false alarms registered
with the police department in connection with
any alarm system regulated by the Chapter;
C. The assessment fees set forth by this
Resolution are fair and reasonable and reflect
the actual costs incurred by the City in
responding to such false alarms.
SECTION 2. Any person who maintains or has an
alarm connected to the police department alarm board and any
person who maintains any alarm system regulated by this
Chapter shall pay an assessment fee for false alarms as
follows:
A. For the first four false alarms in any calendar year,
no assessment fee will be charged.
B. For the fifth and each subsequent false alarm occurring
in any calendar year an assessment fee of thirty dollars
($30.00) shall be imposed for each false alarm.
SECTION 3. This Resolution shall be effective upon
the effective date of Ordinance No. amending Section
5.52.050 of the Azusa Municipal Code.
SECTION 4. The City Clerk shall certify the
adoption of this Resolution.
