P-1976 FOR PROPERTY LOCATED AT 1730 SAN GABRIEL CANYON ROAD THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Azusa does hereby find, determine and declare that: A. On November 21, 1984, the Planning Commission of the City of Azusa approved Variance No. V-855 for Relco Industries "Crystal Canyon Development" on the subject property located at 1730 San Gabriel Canyon Road. The variance provided for 159 garage spaces and 127 resident open parking spaces on the project. B. A Precise Plan of Design, P-1976, has been submitted to the Planning Department which calls for the number of garage spaces to be reduced to 146, and the number of resident open parking spaces to be increased to 146. This request was not approved by the Planning Department because it was not in conformance with the plot plan originally approved by the Planning Commission as Variance Case No. V-855. C. On March 18, 1987, the Planning Commission denied Relco's request for modification of the Precise Plan by its Resolution No. 2446. D. On March 31, 1987, the City Council of the City of Azusa held a hearing to determine whether to grant the modification to Precise Plan No. P-1976 as proposed by Relco. E. The Council specifically finds that the reduction in garage spaces on the project would not improve the quality of the project, would result in a lower quality project and any substantial benefit to the neighboring project or the City of Azusa as a whole in that the reduction in garages would not create a more open appearance on San Gabriel Canyon Road, fewer garage spaces would decrease the value of the project, and reduction in the number of garage spaces would be contrary to the basis upon which Variance V-855 was adopted and would require reevaluation of that variance. F. Applicant has also proposed 52 compact open resident parking spaces which figure exceeds the allowable number of compact car spaces under Section 19.48.110 of the Azusa Municipal Code. 0 0 SECTION 2. Based on the findings set forth in Section 1 of this resolution, the City Council of the City of Azusa hereby denies the appeal of Relco Industries with respect to Precise Plan of Design P-1976 and orders that the said Precise Plan include 159 garage spaces and 127 open resident parking spaces, and further orders that the number of compact car spaces provided for the project comply with Section 19.48.110 of the Azusa Municipal Code. SECTION 3. The City Clerk shall certify the adoption of this Resolution.
