HomeMy WebLinkAboutResolution No. 81970 RESOLUTION 8197 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR THE CHANGE OF ZONE CLASSIFICATION FOR 620, 621, 625 AND 630 NORTH CERRITOS AVENUE (ZONE CHANGE CASE NO. Z-259) THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Azusa does hereby find, determine and declare that: A. An Initial Study of Environmental Impact and a Negative Declaration have been prepared for the proposed change of zone classification for 620, 621, 625 and 630 North Cerritos Avenue, Azusa, and said Initial Study and Negative Declaration were prepared in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines. B. A duly noticed public hearing was held by the Planning Commission of the City of Azusa on January 21, 1987, and before the City Council of the City of Azusa on March 3, 1987, at which time evidence was heard on the proposed amendment and Negative Declaration. C. Prior to approving the zone change, the City Council of the City of Azusa considered the Initial Study and Negative Declaration together with any comments received during the public review process. D. On the basis of the initial study and.any comments received in the public review process, there is no substantial evidence that the project may have a significant adverse effect on the environment. SECTION 2. The City Council of the City of Azusa hereby certifies and approves the Negative Declaration for the change of zone classification for 620, 621, 625 and 630 North Cerritos Avenue, which is attached hereto as Exhibit "A" and by this reference incorporated herein, and further determines that the Negative Declaration shall be filed with the County Clerk of the County of Los Angeles for the period prescribed by law. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings on the project. Project Description: Zone Change Case No. Z-259, rezoning of four (4) parcles from C2 to R3c in order to bring existing and proposed land uses into conformance with zoning. II. DISCUSSION OF ENVIRONMENTAL EVALUATION 8. a & b Project would involve rezoning four (4) parcels from C2 (Restricted Commercial) to R3c (Multi -Family Residential). One vacant parcel is proposed to be developed with a 12 -unit apartment complex. 12. A new 12 -unit apartment complex is proposed to be developed on a currently vacant parcel. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: None required V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT REPORT is required.
