CITY HALL, AZUSA$ CALIFORNIA. OCTOBER 25, 1937. 7:30 P. M.
The City Council of the City of Azusa met in
regular adjourned session at the above time
and place.
Present at roll call: Councilmen: Roll call.
Strohmeier, McIntire, Arnold, Chester,
Carr, City Attorney and City Clerk.
The Mayor asked if there was anyone present
who wished to be heard.
' Mr. H. A. Eickstadt addressed the Council H. A. Eickstadt
stating that he is a representative of the addressed the

Workers of the C.I.O. Organization. He
read a protest to Ordinance No. 330 written
by Gus Dunlap.
The Mayor then asked if there were any others
who wished to be heard.
Mr. Earl Reese, Secretary of the Pomona Valley Mr. Reese addressed
Protective Council addressed the City Council. the Council.
In his remarks he stated that he did not feel
that it was necessary for the City Council to
have such a law as Ordinance No. 330 on the
books as the City had an able Police Depart-
ment and were in close contact with the Los
Angeles County Sheriff's Department in case
of trouble of any sort; that 90% of the
population was working people and their only
way of pointing out a grievance was through
peaceful picketing and that to permit
Ordinance No. 330 to remain in force was,
in his opinion, descriminatory; that he felt
there was no need of such a viscous law and
recommended that same be repealed. Mr. Reese
stated that while he is not a citizen of
Azusa that he is a citizen of the State of
California and would recommend that if the
Council contemplated drawing another
Ordinance that the representatives of the
different Organized Labor Groups have a
part in the law being drawn up, for the
benefit of the general public.
Mayor Carr thanked Mr. Reese and then asked
if there were any others who wished to be
heard.
City Attorney Miller stated that Ordinance Mr. Miller addresses
No. 330 was drawn upon the request of the Council.

that the City Attorney did not conceive
this Ordinance himself and that the City
Attorney had never brought before the
Council any Ordinance that had not been
previously requested.

Mr. Gauldin addressed the Council stating
that he is President of the Azusa Rock and

Sand Company's Employees Group No. 1053 of
the American Federation of Labor and as a
representative of this group wished to say
to the Council that they would take no part
in the discussion relative to Ordinance No.
330; if.the Council wished to repeal it all
right; if they wished it to remain on the
books just leave it.
The Mayor thanked Mr. Gauldin and asked if
there were any others who wished to be heard.
' Mrs. Gus Dunlap addressed the Council stating
that she represented twenty-five Democratic
Clubs and that Ordinance No. 330 was not
satisfactory to three-fourths of the people
and asked that it be repealed.
The Mayor thanked Mrs. Dunlap and asked if
there were any others who wished to be heard.
Mr. Browning, Inspector for the Los Angeles
County Health Department, addressed the Council
relative to the quarantine on dogs, suggesting
that same he lifted and the same men used in
the work of lifting the quarantine as were
used at the time the quarantine was placed.
Moved by Councilman Chester, seconded by
Councilman Strohmeier that the recommendation
of the Los Angeles County Health Department
be carried out.
Carried by the following vote of the Council:
Ayes: Councilmen: Strohmeier, McIntire,
Arnold, Chester, Carr,
Noes: None. Absent: None.
' Mr. A. N. Downing addressed the Council
offering his resignation as Janitor effective
as of November 1, 1937, stating that he could
not stand a snoop.
Councilman Chester: "Who is a snoop, why are
they snooping and what do you mean?"
Mr. Downing: "You know where by trouble has
been, it means my home. I have to do it to
cover a guy who isn't man enough to cover his
own guilt. I have to sacrifice -my home to
cover his guilt, which he is not man enough
to do. I am asking that to cover up his dirty
work."
The Mayor: "What is his guilt?"
Mr. Downing: "I would sooner face a thief than
a sneak."
Councilman Chester: "We still do not know what
you are talking about. Just what was the
argument about? What is the cause of this
' trouble?"
Mr. Downing: "Just snoop. Please give me
what I ask."
Moved by Councilman Chester, seconded by
Councilman Strohmeier that this matter be
tabled until the next regular meeting of the
Council and the Mayor appoint the Council as
a Committee of the Whole to investigate this
matter in asmuchas Mr. Downing does not wish
to make a public statement as to the cause of
the trouble.
Carried by the following vote of the Council:
Ayes: Councilmen: Strohmeier, McIntire,
Arnold, Chester, Carr.
Noes: None. Absent: None.

Mayor Carr thereupon appointed the City
Council to act as a Committee of the Whole
to investigate the matter and to report back
at the next regular meeting of the Council.
Moved by Councilman Chester, seconded by Adjournment.
Councilman Strohmeier and duly carried that
the Council adjourn.
