The City Council of the City of Azusa met in regular session at,the above time and place. Present at roll call: Councilmen: Strohmeier, Roll call. McIntire, Arnold, Chester, Carr, City Attorney, and City Clerk. The minutes of the last regular meeting of Minutes approved. October 18th and the adjourned meeting of October 25, 1937 were read and approved as read. A communication signed by A. J. Messier, Communication read Business Manager for_ J. L. Pomeroy, M. D., and referred to relative to City Ordinances to be enforced City Attorney. by the Los Angeles County Health Department, was read. Moved by Councilman Arnold, seconded by Councilman Chester that the matter be referred to the City Attorney. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. An application, made to the State Board of Application for Equalization for license for "wine bottling liquor license and wine packaging", by Nick Jara, was made by Nick Jara offered, denied. Moved by Councilman Strohmeier, seconded by Councilman Arnold that the City Clerk be authorized and instructed to write the State Board of Equalization offering the Council's objection to the granting of this license as there are too many such businesses in the City at the present time and any more would con- front the City with the expensive item of Police regulation.' Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr, Noes: None, Absent: None. A communication, signed by T. C. Rogers of the Rock prices Pacific Rock and Gravel Company relative to referred to the prices for street improvement material, was Board of Public read. Works. Moved and carried that same be referred to the Board of Public Works. Moved by Councilman Chester, seconded by Councilman Arnold that the Street Superinten- dent be instructed to repair Second Street from Azusa Avenue to Alameda Avenue by re- surfacing same from curb to curb. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Bids for fire and theft insurance on the fleet were offered as follows: J. C. MUEHE f Fire & Theft policy on the fleet - $30.89 OWENS-VOSBURG INSURANCE AGENCY Fire & Theft policy on the fleet - $93.53 Moved by Councilman Chester, seconded by Councilman Arnold that J. C. Muehe be , instructed to cover, the fleet until the Street Superinten- dent instructed to repair Second Street. Fire Insurance on Fleet. 262 MINUTES OF THE CITY COUNCIL. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Councilman Chester offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, EXCLUDING LOTS 25 TO 42, INCLUSIVE, BLOCK 21, CITY OF AZUSA, FROM FIRE LIMITS OR FIRE DISTRICTS, AND RESERVING RIGHT IN COUNCIL TO AMEND, ALTER OR REPEAL. to be read for the second time. This Ordinance was then read for the second time. Moved by Councilman Chester, seconded by Councilman McIntire that this Ordinance be adopted as read and numbered Ordinance No. 331. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. The Mayor thenasked if there was anyone present who wished to be heard. Mr. Gus Dunlap addressed the Council request- ing the repeal of Ordinance No. 330. City Attorney Miller assured Mr. Dunlap that a new Ordinance would be presented to Council on the phase of coercion and intimidation; that there was no need to repeal Ordinance No. 330 as long as there was no strike,no emergency; that as soon as the Council were able to draw the new Ordinance, it would be presented. Mr. Dunlap asked who requested Ordinance No. 330. City Attorney Miller assured him that the Ordinance was drawn and presented at the request of Chief of Police Bierbower. Moved by Councilman Strohmeier, seconded by Councilman Chester that the following business men be awarded the City business for the month of November: Doctor - Dr. Hankins First Aid, Etc. - Foothill Drug Store Garage - Ford Garage ' Grease Jobs - General Petroleum Restaurant - Bennie Lunch Lumber - Williams Lumber Yard Tires - C. H. Howard Hardware - Morgan Hardware H. H. Morgan addressed the Council relative to the work of keeping an accurate record of cost of city equipment, stating that the business men did not supply him with copies of all bills pertaining to this work. Moved by Councilman Strohmeier, seconded by Councilman McIntire that all bills for city equipment be rendered in duplicate and heads of various departments be notified to instruct 263 7:30 P. M. ORDINANCE N0, 331 ADOPTED. Gus Dunlap addressed the Council relative to the repeal of Ordinance No. 330. Business men awarded City business. H. H. Morgan addressed the Council relative to keeping a record of city equipment ex- penditure. 264 1 MINUTES OF THE CITY COUNCIL. NOVEMBER 1, 1937. 7:30 P. M. all men making purchases for equipment to sign the invoice for same before accepting said merchandise. Carried by the following vote of the Council: Ayes: Councilmen:' Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. A petition, signed by the Board Members of the Azusa Womens Club, requesting the City to furnish the Club House with lights and water, ' free of charge, was presented. It was unanimously agreed that the Council instruct City Attorney Miller to notify the President of the Womens Club that the Council found it necessary to respectfully decline this request and Mr. Miller to explain the reasons for so doing. Moved by Councilman Chester, seconded by Councilman McIntire that the City Engineer be instructed to contact the Pacific Electric Railway Company relative to the crossing on Vernon Avenue and to learn what feasible plan can be worked out whereby the City may know when they would be required to pay for the crossing if and when Vernon Avenue is opened and improved. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None, Absent: None. Moved by Councilman McIntire, seconded by Councilman Arnold that the Board of Public Works, in conjunction with Superintendent of Light and Water; Jack Pierce, be author- ized to investigate the advisability of taking the City of Azusats share of Azusa Agricultural Water for use in the Memorial Plunge instead of using well water, as they have done in the past. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr, Noes: None. Absent: None. Mayor Carr appointed a committee consisting of Councilmen Strohmeier, Arnold and Chester to investigate the purchase of an automobile to be used by the Police Department, and to report at the next regular meeting. Moved by Councilman Arnold, seconded by Mayor Carr that the City Clerk be authorized and instructed to inform Morris Jones, General Manager of the City of Pasadena Water Department that the City of Azusa finds It impossible, in view of the price quoted, and other considerations involved, to go ' forward with the purchase of the hydro electric plant located in the San Gabriel Canyon, at this time. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None. Absent: None. Moved by Councilman Strohmeier, seconded by Councilman Chester that the following requisitions be allowed: 1894-1895-1896-1897-1898-1899-1900-1901. Carried by the following vote of the Council: Ayes: Councilmen: Strohmeier, McIntire, Arnold, Chester, Carr. Noes: None, Absent: None. 265 Petition signed by Board Members of Womens Club pre- sented. Request for light & water furnished free of charge denied. Contract between City of Azusa and Pacific Electric Railway Company referred to City Engineer. Investigation of water supply for swimming pool referred to Jack Pierce and the Board of Public Works. Mayor appointed a Committee to investigate pur- chase of auto for Police Depart- ment.
