HomeMy WebLinkAboutResolution No. 8318RESOLUTION NO. 8318 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ESTABLISHING A NEW CLASSIFICATION OF SENIOR PLANNER AND ESTABLISHING A SALARY THEREFOR. THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The class specifications of Senior Planner are hereby adopted in its entirety in accordance with Exhibit "A" attached and incorporated herein by reference. SECTION 2. The salary for Senior Planner is established at a flat rate of $3,100 per month and is designated as middle management. ADOPTED AND APPROVED THIS 5th day of October, 1987. I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof on the 5th day of October, 1987, by the following vote of Council: AYES: COUNCILMEMBERS: AVILA, COOK, CRUZ, LATTA, MOSES NOES: COUNCILMEMBERS: ABSENT: COUNCILMEMBERS: CI CLERK PLON121 NONE SENIOR PLANNER DEFINITION EXHIBIT 'A' To supervise and coordinate the activities of the Planning Division including current and advanced planning; to coordinate planning activities with other City divisions and departments; and to provide staff assistance to the Department Director. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Community Development Director. Exercises direct and indirect supervision over technical and clerical staff. EXAMPLE OF DUTIES - Duties may include, but are not limited to, the following: Participate in the development and implementation of goals, objectives, policies, and priorities related to the Planning Division. Plan, organize, evaluate and participate in the functions and activities of the Planning Division including current and advanced planning. Supervise and participate in all planning activities including activities of contract planning staff; evaluate the need for and develop procedures, methods and schedules. Provide assistance to the City Council, Planning Commission, other boards and commissions; participate in professional and public meetings as required. Oversee Division office operations; maintain appropriate records and files; coordinate work flow. Prepare the Planning Division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget. Participate in recommending the appointment of personnel; provide or coordinate staff training, work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations. 1 of 4 Senior Planner (Continued) Review and analyze development plans for compliance with the General Plan, zoning and City regulations and policies; review use permits, subdivision, rezoning requests, variance and other land use entitlements. Direct and participate in the preparation of the Planning Commission agenda and the scheduling of all planning related matters for the Planning Commission and other related boards and commissions. Review and prepare recommendations on all commercial, industrial and residential developments. Conduct economic analyses of development projects to determine fiscal impact on the City. Supervise the administration of the General Plan and adopted development policies; supervise planning studies and projects; prepare complex reports. Interpret ordinances and regulations as they apply to planning applications. Review application requests and appeals submitted to the Division with respect to completeness, scheduling for Planning Commission & City Council. Confer with planning staff to review current and proposed projects, work schedules, organization, and personnel problems. Confer with builders, engineers, contractors, attorneys, architects, and the public concerning Division procedures, interpretation, and application of City planning policies and ordinances, and conditions imposed on approved applications. Develop, implement and evaluate comprehensive recommendations regarding the City's planning function. Respond to and resolve difficult citizen inquiries and complaints regarding planning and zoning matters. Direct and participate in the preparation and administration of the Division budget. Coordinate planning activities with other City departments and with outside agencies. Perform related duties as assigned. 2 of 4 Senior Planner (Continued) QUALIFICATIONS Knowledge of: Principles and practices of urban planning. Research methods and sources of information related to urban growth and development. Principles and practices of contract administration. Laws underlying general plans, environmental matters, zoning and land use divisions. Principles of organization, administration, and personnel management. Modern office practices, procedures, methods and equipment. Planning, zoning and subdivision design. Recent developments, current literature and sources of information in municipal planning administration. Ability to: Deal with newly emerging attitudes in the environmental and economic impact of urban planning. Identify, coordinate, and resolve a wide variety of interests in the development of land use policy. Analyze site design, terrain constraints, circulation, land use compatibility, utilities and other urban services. Interpret planning programs to the general public, resolve a variety of interest in the development of land use and environmental safety. Select, supervise, train and evaluate professional, technical and clerical staff. Interpret applicable laws, rules and regulations. Prepare and analyze technical, administrative and fiscal reports, statements and correspondence. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Prepare and administer a budget. 3 o 4 Senior Planner (Continued) Experience and Trainina Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience• Four years of professional planning and administration experience in the field of urban planning. Training• Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban planning or a related field. A Master's degree in urban planning or related field may qualify for up to 2 years of experience. License• Possession of a valid Class 3 driver's license issued by the California Department of Motor Vehicles. 4 of 4
