A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA CERTIFYING THE FINAL
ENVIRONMENTAL IMPACT REPORT ON THE WEST
END SPECIFIC PLAN, GENERAL PLAN AMENDMENT
NO. 87-3, CODE AMENDMENT NO. 157 AND ZONE
CHANGE CASE NO. Z-262.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of
Azusa does hereby find, determine and declare as follows:
A. The City of Azusa Redevelopment Agency
proposes the adoption of the West End
Specific Plan (the "Project"), which
would apply to an area of approximately
66.1 acres in the west -central portion of
the City, bounded by Foothill Boulevard
on the south, Todd Avenue on the west,
Vernon Avenue on the east, and Eighth
Street and the Southern Pacific railroad
tracks on the north.
B. In order to implement the Project, the
City would have to approve a General Plan
amendment, an amendment to the zoning
ordinance and a zone change.
C. The City as lead agency for the Project
has caused to be prepared a Final
Environmental Impact Report ("FEIR") for
the Project pursuant to the California
Environmental Quality Act of 1970, as
amended ("CEQA").
D. The Draft Environmental Impact Report
("DEIR") for the Project was made
available for public review in accordance
with CEQA and a dul.y....no.ticed... public.
hearing for purposes of reviewing the
FEIR was held before the Planning
Commission of the City of Azusa on
September 9, 1987 and October 7, 1987.
The Planning Commission carefully
reviewed and fully considered the FEIR
and, by Resolution No. 2500, approved the
FEIR and determined that it has been
prepared and considered pursuant to the
provisions of CEQA and the State and
local CEQA Guidelines.
The City Council of the City of Azusa has
fully reviewed and carefully considered
the FEIR for the Project at a public
hearing on November 2, 1987, including
but not limited to, all information
presented at the public hearing and the
comments upon the DEIR and the responses
thereto.

SECTION 2. The City Council of the City of
Azusa hereby certifies that the FEIR for the Project was
presented to the City Council and that the Council has
reviewed and considered the information contained therein.
SECTION 3. The FEIR has identified various
significant effects caused by the Project, but in response
to each significant effect so identified (except as
discussed in Section 5 of this Resolution), the Project has
been altered as necessary to avoid or substantially lessen
these environmental effects to a level of insignificance.
SECTION 4. The City Council of the City of
Azusa finds that the mitigating changes which will be
incorporated into the Project as discussed in the FEIR, and
incorporated by this reference as though fully set out
herein, will avoid or substantially lessen to a level of
insignificance all of the significant effects identified in
the FEIR (except as discussed in Section 5 of this
Resolution).
SECTION 5. The Specific Plan is a plan only,and
will not result directly in the construction of any
project. However, the FEIR has identified one potential
unavoidable adverse impact which might result from the
ultimate implementation of the Project, in that some
businesses and residences might eventually be relocated
through either private or public redevelopment activity.
The City Council finds that the Azusa Redevelopment Plan and
State law require that the Azusa Redevelopment Agency
provide assistance in relocating affected businesses and
residences if public redevelopment funds are used in the
project causing the relocation. This includes the full and
fair cost of moving all equipment, inventory, housing units
and fixtures to another comparable or better location. Such
cost also includes lease subsidies as necessary and
compensation for loss of good will (loss of business due to
a move). The City Council further finds that it is the
policy of the Redevelopment Agency to locate as many of
these business and residences as possible to other sites
within the West End Specific Plan area, or within Azusa.
The City Council finds that the existence of
these relocation benefits and related policies•.and.measures
will avoid or substantially lessen most of the significant
effects identified in the FEIR which might result from
relocations upon ultimate implementation of the Specific
Plan. However, to the extent that this identified potential
impact is unfeasible to avoid or be substantially lessened
through the use of mitigation measures or project
alternatives, the City Council finds that this significant
effect is unavoidable due to the necessity of adopting the
land uses and standards contained in the Specific Plan.
The City Council finds that the benefits of
the Project will outweigh the adverse environmental effects
of relocation which may be unavoidable. Based on this
finding, the rationale for which is set out below, the City
Council finds that the potential unavoidable adverse
environmental effect is acceptable.
To the extent that the Project results in
relocation of businesses or residences at some point during
the implementation of the Specific Plan, the City Council

finds that the following benefits will result from the
proposed project:
A. Retain the industrial and commercial
character of the West End Specific
Plan Area;
B. Improve vehicular circulation in the
West End industrial park;
C. Improve the overall visual image of
the area through landscaping and building
design;
D. Assist the West End Specific Plan Area's
business community through a combination
of public, private and cooperative
efforts; and
E. Achieve the physical upgrading of
portions of the West End Specific Plan
Area.
The City Council has balanced the Project
benefits aginst the unavoidable environmental risks and
finds that the unavoidable environmental risks are
acceptable because the Project benefits outweigh the
unavoidable environmental risks relating to possible
relocation of businesses and residences.
SECTION 6. In view of the foregoing, the City
Council of the City of Azusa hereby certifies that the
FEIR for the Project has been completed in accordance
with the provisions of CEQA and applicable State and local
guidelines. The City Clerk is hereby authorized and
directed to file a Notice of Determination as required
pursuant to CEQA.
SECTION 7. The City Clerk shall certify the
adoption of this Resolution.
