RESOLUTION NO. 8398
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA CERTIFYING THE NEGATIVE
DECLARATION FOR CODE AMENDMENT NO. 159,
AMENDING THE AZUSA MUNICIPAL CODE
REGARDING PARKING SPACE REQUIREMENTS FOR
SINGLE-FAMILY, TWO-FAMILY AND MULTIPLE
FAMILY RESIDENTIAL STRUCTURES
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of
Azusa does hereby find, determine and declare that:
A. An Initial Study of Environmental Impact
and a Negative Declaration have been
prepared for the Amendment to the Azusa
Municipal Code regarding parking space
requirements for single-family, two-
family, and multiple family residential
structures (Code Amendment No. 159)
(hereafter "Project") in accordance with
the provisions of the California
Environmental Quality Act and the State
CEQA Guidelines;
B. A duly noticed public hearing was held by
the Planning Commission for the City of
Azusa on the 17th day of February, 1988,
and by the City Council of the City of
Azusa on the 7th day of March, 1988, at
which times evidence was heard on the
proposed Project and the Negative
Declaration;
C. Prior to approving the Project the City
Council of the City of Azusa considered
the Initial Study of Environmental Impact
and the Negative Declaration together
with any comments received during the
public review process;
D. On the basis of this review, there is no
substantial evidence that the project
will have a significant adverse effect on
the environment.
SECTION 2. The City Council of the City of
Azusa hereby certifies and approves the Negative Declaration
for the Project, a copy of which Negative Declaration is
attached hereto as Exhibit "A" and by this reference
incorporated herein, and further determines that the
Negative Declaration shall be filed with the County Clerk of
the County of Los Angeles in the manner required by law.
SECTION 3. The City Clerk shall certify the
adoption of this Resolution.

INITIAL STUDY
A copy of the Initial Study for Public Works projerts will be
available to the public in the Azusa Public Works Department. A copy
of the initial study for the Planning Department projects will be in
the Planning Department and the Public Library. Comments from the
public on the projects may be made, in writing, to the respective
department directors or at the public hearings on the project.

III. DISCUSSION: OF ENVIRONMENTAL EVALUATION
13. b. The proposeZ code amendment would require that duplexes and parcels with more than
one single-=_ily residence provide two garage spaces per unit, rather than one
garage space ter bedroom. This would result in these units being required, in
general, to =rovide fewer garage spaces. However, two -car garages are generally
felt to be a_equate to meet the parking needs of such residences.

On the basis of this initial evaluation:
X I find the proposed project COULD NOT have a significant
effect on the environment, and a NEGATIVE DECLARATION
has been prepared and is attached.
I find that although the proposed project could have
a sig:ificant effect on the environment, there will not
be a significant effect in this case because the
miticazion measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATION WILL
BE _-PARED.
I find the proposed project MAY have a significant effect
on the environment and an ENVIRONMENTAL IMPACT REPORT
